The People's Assembly discusses the draft law on the rights of the child

Today, in the first session of the third special session of the third legislative session, chaired by Speaker Hammouda Sabbagh, the People's Assembly discussed the report of the constitutional, legislative and social affairs committees on the draft law on children's rights.

In the general deliberation on the draft, a number of council members stressed the importance of the project in enforcing the principles of protecting children’s rights in education, health, care and others, and limiting child labor under the legal working age, indicating that the draft law took into account the child’s right in four basic issues related to “growth, protection, care and participation.” .

For her part, Minister of Social Affairs and Labor, Dr. Salwa Abdullah, stressed that the draft law is of great importance to Syria at the internal and international levels and reflects its will to implement its international obligations, especially the Convention on the Rights of the Child with the two additional protocols that were all ratified in 1989.

Minister Abdullah indicated that the draft law was studied in depth and in an extensive manner by all parties and bodies concerned with child protection and included rights that there are no laws regulating them, as well as the basic principles in the draft without going into details, indicating that the draft is in line with Syria's orientation and its work since 2005 to harmonize its national laws with international laws.

The Council approved by majority articles 1 to 14 of the draft law, where the first article defines alternative care as “the measures taken by a natural or legal person to raise, protect and grow a child without family care” and the best interest of the child as “taking the best solutions for the child with the aim of protecting him, his survival, his growth, his upbringing and his education.” And taking care of him in a way that achieves the most appropriate for him on the physical, psychological, social and economic level.”

Every child has the right to life, survival and development, and to have a name that distinguishes him from others and does not have a meaning that affects his dignity. It is registered with it at birth in accordance with the provisions of the Civil Status Law, and that he has a nationality in accordance with the provisions of the laws according to articles 3, 4 and 5, while Article 6 states that every child has the right to Enjoying public rights and freedoms and obtaining protection and care without any discrimination based on gender, origin, race, colour, language, religion or any other basis.

Each child also enjoys all the legitimate rights stipulated in the Personal Status Law according to Article 7 and has the right to express his opinions freely in matters that affect him according to his age and degree of maturity and the right to belong to organizations, associations and clubs in a manner appropriate to his awareness to practice his social and cultural activities in accordance with the laws and with the approval of his deputy While it is not permissible to accept his affiliation with any political party based on Article 8 of the project.

Articles 10 to 13 indicate that every child has the right to free education, upbringing, upbringing, development, and scientific, cultural, psychological and social rehabilitation to build his personality.

While Article 14 states that the child has the right to be protected from all forms of violence, especially physical, moral, sexual or moral abuse and other forms of ill-treatment.

The Council also referred a number of decrees issued today to the relevant committees, including Legislative Decree No. 19 to add 50 percent to the salaries and lump-sum wages in force on the date of issuance of this decree for both civil and military workers, and Legislative Decree No. 20 to increase pensions for military and civilians by 40 percent of the pension Retirement.

The session, which was attended by the Minister of State for People's Assembly Affairs, Eng. Maloul Al-Hussein, was adjourned to 12 noon tomorrow, Monday.
