"Prevention battalions" for the sensitive districts of Mureaux and Trappes

2021-07-12T05:43:11.372Z

The Minister of the City, Nadia Hai, must go this Monday to Les Mureaux to sign the first agreement of this device in the Yvelines

The name is accepted, the objective is to "face" the problems of the neighborhoods.

Two “prevention battalions” will be launched by the government in Trappes as well as in Mureaux, where the Minister of the City, Nadia Hai, is to sign the first convention in the Yvelines on Monday.

A system which provides for the secondment of specialized educators and mediators.

These teams will be made up of 20 people in Trappes (10 educators, 10 mediators) and 12 in Mureaux (6 and 6).

The method is therefore "to put people" and to ensure a presence in the street, including in the evening and on weekends.

The levers are in particular educational support and support towards professional integration, "through sport, culture and social mediation".

With in the viewfinder, "delinquency, incivility, petty trafficking, clashes against the police and the temptation to separatism", explains the minister.

Clearly, this proposal must complement the security approach.

The approach is ambitious, the first effects are expected "in 2-3 years".

It is not by chance that these two cities were chosen, since they meet many criteria set by the State (republican reconquest district, city policy, educational city, etc.).

The global envelope is 6 million euros this year for 45 districts of 27 departments in France, 20 million euros next year.

The choice of Mureaux for the ministerial trip on Monday is not anecdotal either.

It is even quite a symbol after Emmanuel Macron's speech on separatism, delivered in the same city last year.

"Here we need educators, not military language"

If specialized educators, graduates, are being recruited at Les Mureaux, the time would always be looking for profiles of mediators.

In Trappes, the task promises to be difficult.

For Ali Rabeh, the mayor (Génération.s) of the city, this announcement is "nothing less than a coup from the government".

If he is enraged, it is because the State had already promised him ten adult relay positions more than six months ago.

He still hasn't seen the color.

“Finally, these posts are recycled in the prevention battalions system, there is nothing new.

"With the difference that this time," the town hall will have to finance up to 20% whereas before everything was taken in charge by the State ".

Ali Rabeh does not like this name, "here we need educators, not military language, that does not correspond to the objective".

The city now has five mediators, an "insufficient" number.

In addition, to be an adult relay, the conditions are very restrictive: you must be under 30 years old, live in the city's political district and be unemployed.

Finding the rare pearl is complicated.

“The CVs I receive have nothing to do with the profile I'm looking for, you need motivated people, I don't want to hire the first comer who is just looking for a job.

"

"What is interesting is the idea of freezing it over three years"

Above all, "there is an anomaly in the reasoning: we hire people on an integration contract to take care of young people in integration".

Rather, he would like specialized educator positions with "motivated people who have diplomas and are paid 100% by the state".

Finally, the elected representative wonders what will be the duration of these measures.

“The integration of young people cannot be dealt with in such a short time.

"For this summer," we will try, if we recruit two people it will already be that ".

At Les Mureaux, six of the twelve mediators (in white T-shirts) have already been recruited.

Mureaux Town Hall

For his part, François Garay observes this new device with the gaze of the wise old politician who has seen others pass in twenty years.

However, the mayor (DVG) of Les Mureaux is convinced that this idea must be given a chance, carried by Nadia Hai.

“Obviously, we do not reinvent much and each government comes with its device.

But what is interesting is the idea of freezing it over three years.

That leaves time to install it over time, especially in terms of funding.

I like the idea of having mediators specializing in cultural or sporting actions when today we have general practitioners in the field.

"

In Les Mureaux, six of the twelve agents have already been recruited.

They will be attached to the Ifep institute (association integration, training, education, prevention).

The other six, who will work directly for the city, will be in the coming weeks and François Garay ensures that he has no concerns about this.
