Nearly 44 million people are under flash flood watch in the Northeast, including the major metropolitan areas of Cleveland, New York, Boston and Philadelphia, according to the National Weather Service.

Another round of slow-moving thunderstorms is expected to bring widespread rainfall total of 25 to 75 millimeters, with local amounts expected to be above 100 millimeters.

Heavy rains on Monday will add to last week's heavy rainfall associated with a slow moving frontal system and Tropical Storm Elsa, so the ground is already saturated.

The Weather Prediction Center says the best chance for flash floods will be concentrated in New York City between the afternoon and evening of Monday, where there is a level 3 out of 4 risk of flash flooding.

Along with heavy rains, there is also a severe climate threat across much of the Northeast.

Cities like New York, Newark and Philadelphia are at a level 2 out of 5 risk of severe storms, according to the Storm Prediction Center.

Damaging winds and hail will be the main threat, but an isolated tornado cannot be ruled out.
