At the same time, he spoke out in favor of including the USA in the Normandy format launched in 2014 on the energy issue. Merkel said that if they were to meet again in the Normandy format, "of course the topic of energy is also an important topic for us".

However, a formal inclusion of energy issues would go beyond the scope of the Minsk Agreement for the Pacification of the Conflict in the Region.

Meanwhile, the EU extended its economic sanctions against Russia for another six months because of the ongoing conflict in Ukraine.
