Today, in its second session of the third special session of the third legislative session, chaired by Speaker Hammouda Sabbagh, the People's Assembly discussed the report of the constitutional and legislative affairs, social affairs and labor committees on the draft law on children's rights.

During their interventions, a number of council members stressed the importance of the principles established by the draft law in promoting and increasing the level of attention and social and health care for mothers and children and protecting them from exploitation and trafficking in accordance with the requirements of laws and legislation and in line with international conventions and laws related to children’s rights.

The Council approved by majority Articles 15 to 21, with the exception of Articles 19 and 20, which were deleted, due to the presence of legal texts and rules in personal status laws and other legislation that correspond to the content of these two articles in a more detailed and clear manner.

Both the fetus and its mother are entitled to health care and adequate nutrition in accordance with Article 15, which also states that every child has the right to live in a cohesive and solidarity family and to receive family compensation in accordance with the laws and has a right over parents, society and the state in custody, protection, education and care.

The state guarantees the protection of motherhood and childhood and gives them special care. It works to create the necessary conditions for the upbringing of the child in an environment that guarantees respect for freedom, human dignity, and moral, social and national values. It works to provide appropriate assistance and supports activities related to childhood issues, as confirmed by Article 16.

Article 17 defines the family as “the most suitable natural place for the child and the state works to support it to carry out its duties” and the extended family as “the most appropriate alternative to the child’s family according to the degree of kinship and competence,” while other forms of alternative care are the last resort for the child in accordance with personal status laws, while the responsibility rests with In the upbringing and care of the child according to Article 18, the responsibility of his parents and then of those who take their place.

The members of the Council discussed in detail Article 21 of the draft, which states that “the eligibility for marriage in a boy and a girl is completed by the age of eighteen.” A number of members stressed that this article should be in accordance with what was stated in Article 16 of the Personal Status Law, which states that: “The eligibility for marriage in a boy and a girl is complete upon reaching the age of eighteen.” Then, the Council approved this article by majority

The session, which was attended by the Minister of Social Affairs and Labor, Dr. Salwa Abdullah, and the State for People's Assembly Affairs, Eng. Maloul Al-Hussein, was raised to 12 noon tomorrow, Tuesday.
