US President Joe Biden's review of former President Donald Trump's restrictive policy toward Cuba is still ongoing, a senior administration official told CNN.

Several months after taking office, Biden still has to fulfill his campaign promise to reverse the policies of his predecessor and "return" to the full diplomatic relations established by former President Obama.

The Biden administration's inaction on Cuba was highlighted this week after the communist-run island witnessed the largest protests in decades.

An administration official confirmed that there are no changes on the horizon as the policy is still under review.

Will Biden keep his promise about Cuba?

It remains to be seen if Biden will eventually deliver.

Senator Menendez, a strong opponent of Obama's policies and the powerful chairman of the Foreign Relations Committee, hinted on Monday that he believes Biden may not deliver on what he promised.

"I think the president has had time to review the actual policies of President Obama and all the openings that President Obama made, which were unilateral, unilateral in terms of the concessions, showed that they created absolutely no change within Cuba," Senator Menendez told CNN's Jake Tapper.

"So the upshot of that, I think, is that the Biden administration looked at it and said, 'Wait a minute. That doesn't seem to work.'

On Monday, White House officials were working to set up a call between Menendez and Biden.

Biden also told reporters that he would speak more publicly about the ongoing crises in Cuba and Haiti later this week.

A senior official says he does not have a formal speech planned, but will likely discuss it further as the US gathers intelligence.

Cuba's political implications for Biden

The way Biden navigates Cuba could have political implications, given that he lost Florida to Trump in the 2020 election after Trump repeatedly claimed that Biden would make the United States a "socialist country" "if he won," a message that resonated with Cuban-Americans.

The protests in Cuba are unprecedented, but what happens now is uncertain

While changing policy toward Cuba was not among his "top foreign policy priorities," according to his top advisers, recent protests have sparked new conversations about it within the West.
