The DAB Legislative Council Member Zhou Hao Ting issued the "Hong Kong Reindustrialization Proposal" this morning (13th). The proposal proposes that the government can develop in two major directions, namely the short- to medium-term and the long-term, including the promotion of smart traditional industries and the promotion of high-tech R&D and production of technology products.

Zhou Haoding stated that he will move a motion debate at the Legislative Council meeting tomorrow (14th).

In the "Hong Kong Reindustrialization Proposal", Zhou Haoding pointed out that as far as traditional industrial intelligence is concerned, Hong Kong should focus on the development of high-value-added products, automatic and intelligent light industries, rather than labor-intensive low-value-added products. It is recommended that the government should be a local manufacturing industry. As a percentage of GDP, indicators are set to measure policy performance.

In addition, he believes that if the authorities can consider providing more industrial land in the Lok Ma Chau and Man Kam To logistics corridors in Xintian, equipped with sewage and logistics facilities, in order to form industrial clusters for development.

Traditional industries can use smart production lines and provide more tax incentives to the industry.

Zhou Haoding suggested that the authorities can refer to the experience of Austria and Germany and strengthen joint publicity with the Vocational Training Bureau to change the public's inherent impression of industry, hoping to attract young people to join the industry of industrial technicians.

He also urged the authorities to step up efforts to open up the mainland and ASEAN markets for Hong Kong products.

Zhou Haoding said that he understands the government’s need to recover the four industrial buildings for the construction of public housing. He pointed out that the re-industrialization of Industry 4.0 proposed by him needs to cooperate with new intelligent production lines. In addition to new logistics and sewage support, there must also be a cluster effect to create industry. For clusters, there are doubts about whether individual old industrial buildings can meet the above requirements.

Regarding the proposal to use the northeast of the New Territories as an industrial development zone, he believes that the location is adjacent to the mainland, which is conducive to re-planning of the industrial zone.

He believes that the recovery of individual old industrial buildings will not conflict with the policy of promoting overall reindustrialization. "Because the promotion of reindustrialization requires policy support. Not only industrial land, but also tax concessions, set the manufacturing industry as a percentage of GDP, and strengthen Promote the training of talents for intelligent production lines, and explore the Mainland and ASEAN markets, etc.".
