I expect the WTO trade ministers to

Subsidy bans are considered a sticking point

The trade ministers of the 164 WTO member countries will negotiate the planned agreement online on Thursday.

It should be signed in December.

A third of the world's fish stocks are considered overexploited.

Many subsidies promote capacity expansion.

Many countries are calling for exemptions from subsidy bans.

The sticking point is, for example, whether China, with the largest fishing fleet in the world, can claim exceptions that should apply to developing countries.

China is a developing country in the WTO.
