The Office of the Communications Administration received a complaint earlier that Radio Television Hong Kong referred to Taiwan’s top leader Tsai Ing-wen as "President" in a news program. The Office of Communications later ruled that the complaint was not justified.
Member of the Legislative Council of the Federation of Trade Unions Lu Songxiong asked the Secretary for Commerce and Economic Development Qiu Tenghua a written question, stating that under the "one China" principle, Taiwan is an inalienable part of Chinese territory, but news reports from Hong Kong and Taiwan referred to Taiwan’s top leaders as "President", the title of most heads of state.
He asked whether the reporting methods of Hong Kong and Taiwan violated the "one China" principle and deviated from the provisions of the Hong Kong-Hong Kong-Taiwan Charter.
In reply, Qiu Tenghua stated that Hong Kong and Taiwan belong to the same China. The Hong Kong government has always handled Taiwan-related affairs in accordance with the Basic Law, the "One China" principle and the central government's basic principles and policies for handling Hong Kong's Taiwan-related issues.
The bureau emphasized that RTHK will continue to abide by the "Chart", accurately fulfill the responsibilities of public broadcasters, and uphold the highest professional standards of journalism; at the same time, RTHK News Department will continue to strictly abide by relevant principles in terms of the wording standards.

Complaint received that RTHK referred to Tsai Ing-wen as the "President"
The Bureau of Commerce and Economic Affairs stated that the "Chart" has clearly stipulated the public goals and missions of Hong Kong and Taiwan, including providing accurate and balanced news reports, information, opinions and analysis. At the same time, it is necessary to increase the public's understanding of "One Country, Two Systems" and to provide concessions. Citizens understand the programs of society and the country, and cultivate their sense of identity with citizens and national identity.
The Information Technology and Broadcasting Panel of the Legislative Council referred a complaint to the Communications Bureau earlier. The complaint involved the RTHK program "News World" on May 18.
The complainant was dissatisfied that when reporting the Taiwan epidemic news, he mentioned that Tsai Ing-wen had visited the local epidemic command center and added the word "President" after Tsai Ing-wen's name.
The OFCA believes that Tsai Ing-wen is generally referred to as the president in Taiwan, and other local media also use the relevant title. Although the title is usually used to address the head of state, relevant reports do not express or imply that Taiwan is not part of China, and truthfully report the Taiwan epidemic.
The OFCA stated that there was no evidence that the use of the relevant terms would make the report incorrect, nor did it violate the provisions of the "TV Program Code" on the accuracy of news. It ruled that the complaint was not justified.
The Bureau of Commerce and Economic Affairs stated that RTHK will continue to abide by the "Chart", accurately fulfill the responsibilities of public broadcasters, and uphold the highest professional standards of journalism. At the same time, RTHK's Ministry of Information will continue to strictly abide by the relevant principles.
