The Innovation and Technology Bureau today (14) responded to Members’ questions in writing, stating that the OGCIO is working with relevant entities in the Mainland and Macau to study identity authentication systems and "smart convenience" cooperation space, such as the use of e-certificate mutual recognition mechanism to promote cross-country International e-commerce applications facilitate Hong Kong residents in different places, including the Greater Bay Area, to use "Smart Convenience" to log in to various online services, conduct online transactions, and make legally valid digital signatures.

The Innovation and Technology Bureau stated that as of early July 2021, more than 110 commonly used online services of the government and public and private organizations have adopted "Smart Convenience".

Together with other "Smart Convenience" government online services after the completion of large-scale system updates, it is expected that by the end of 2023, citizens can access more than 180 government online services via the "Smart Convenience" platform.

Research directions include the use of "Smart Convenience" in the Greater Bay Area

Legislative Councilor Lu Weiguo asked whether the authorities will discuss with the Guangdong and Macau governments to allow Hong Kong people who are educated, work and live in cities in the Guangdong-Hong Kong-Macao Greater Bay Area to use online services to identify themselves through "Smart Convenience" Operations such as authentication and digital signing.

According to the Innovation and Technology Bureau, the OGCIO is studying its identity authentication system with relevant entities in the Mainland and Macau, and cooperation space with "smart convenience", such as the use of e-certificate mutual recognition mechanism to promote cross-border e-commerce applications to facilitate Hong Kong residents in different ways. Places, including the Greater Bay Area, use "Smart Convenience" to log in to various online services, conduct online transactions, and make legally valid digital signatures.

The authorities will announce further details of the relevant measures in due course.
