US President Joe Biden said Thursday during a joint press conference with German Chancellor Angela Merkel that "Cuba is, unfortunately, a failed state and represses its citizens."
Biden added that his government is analyzing whether the United States has the technological capacity to provide Internet to Cuba as well as the possibility of sending vaccines against COVID-19 to the island, if any international body guarantees that it would administer them equally.
