The Secretary for Transportation and Housing, Chen Fan, said last Tuesday that the government will submit a bill to the Legislative Council to implement sub-house rental control. If the bill is passed within this legislative year, it can be implemented as soon as the end of this year or early next year.
Chen Fan pointed out that the current tenancy control framework can achieve the policy goal of providing reasonable protection for sub-house tenants, preventing them from being overcharged by the landlord for utility bills and arbitrarily increasing rents when renewing their leases.

According to the subdivided house rental control framework, the landlord and the tenant must sign a written lease agreement that sets out the rights and responsibilities of both parties.
Tenants will receive a four-year tenure guarantee, and the lease term is fixed at two years, during which the rent can only be reduced but not increased.
In addition, the rent increase when the lease is renewed is also restricted.
