Regensburg - It is another increase in costs that the finance committee of the Regensburg city council is supposed to approve on Thursday.

The “most expensive school project to date” in Regensburg * (planning officer Christine Schimpfermann) will now in all probability cost at least 85, probably even 100 million euros instead of around 53 million at the beginning.

On the grounds of the aging school on Sallerner Berg, three and a half hectares in size, a new elementary school, an after-school care center and the Jakob Muth special school, which has previously been spread over three locations in the city, are to be built by 2029.

Also planned are a cafeteria, a triple gymnasium with an outdoor area and a branch of the gardening office.

In December 2018, the city council passed the decision in principle.

At that time, the costs were estimated at just under 53 million euros.

Two years later, it was assumed that “at least” 79 million - including furniture and demolitions.

Currently, these costs have increased again.

In the draft resolution, which will first be presented to the finance committee on Thursday and to the entire city council next week, the total project costs are now estimated at 84.6 million.

But that's not all.

Due to the high rate of price increases, but also due to possible risks in the building surface, pollutants and possible company bankruptcies during the construction phase, the municipal building department is assuming an additional cost risk of 14.1 million euros - in a worst-case scenario, the new school center could cost almost 100 Hit millions of euros in the city office.

BI had criticized the project from the start.

The Sallerner Berg is actually a tranquil area.

With the Aberdeen Park and the Tempepark there are two local recreation areas in the immediate vicinity, which offer a view of the city in the south and the surrounding area.

But the mountain also has its downsides.

The porous subsurface repeatedly causes subsidence of the terrain and cracks in buildings.

On several streets there is a stomach limit for vehicles to five tons.

The subsurface places enormous demands on the building project.

An underground car park that was originally planned has to be dispensed with.

The subsurface also plays a role in the energy concept - it is not possible to use a groundwater pump, for example.

And the approach to the construction site also harbors risks.

Now a separate construction road is to be built for heavy goods traffic through the Konradsiedlung in Aberdeen Park to relieve the sand mountain - which in turn causes protests there.

For BI spokesman Alois Zorzi, against the background of all these problems, it has long been clear: “This is the wrong location.” In view of the new cost estimates that are now available, the citizens' initiative speaks of a financial disaster. “That will be a bottomless pit.” In a three-page letter to the city councilors, the members of the BI appeal to stop planning immediately and look for alternative locations - for example a field near Gallingkofen.

“Basically, the city planning has gotten completely wrong,” Zorzi is convinced.

Alternative locations have not been examined and also not submitted to the city council for a decision.

“Now the new school building on the Sallerner Berg is turning into an incalculable financial disaster.

In our opinion, a further increase to more than 100 to 115 million euros by the time it is completed is more than likely. ”That elsewhere, at the Siemens Gymnasium, an entire floor would be lost because of twelve million euros with the argument that one had to save while doing it would have nearly doubled the costs for the new school center within three years, "no citizen really understands that anymore".

Mayor Gertrud Maltz-Schwarzfischer had always refused to switch to another location in the past.

“The plans couldn't just be implemented one-to-one at another location,” she says.

"We'd have to start from scratch again." That not only costs a lot of money - four million euros have already been spent on the planning phase - it also means a delay of several years.

The planned project is the best solution for everyone involved.
