The frequency of rapid tests in educational institutions is still being discussed with Ministry of Education staff and will probably also depend on the level of morbidity, i.e. the color of the authority.
Assuming that each test will cost tens of shekels and the tests will be performed once a week in each educational institution, the cost of the operation may reach hundreds of millions of shekels a month.
This is a non-negligible cost, but the benefit to the economy from the move is expected to be significant.
Such an outline would dramatically reduce the need to isolate students and thus also of their parents especially in the lower classes, since in families with children of primary school age and kindergartens parents are forced to give up working days to stay with the children at home.

Regarding the speed tests, there is a consensus between the two ministries that this is an effective move.
At the same time, performing corona tests for minors requires parental consent - which can make the move cumbersome.
The outline that Shasha Bitton will try to promote does not include capsules, because they did not prove themselves in the previous school year - the students mixed in breaks, afternoons and outside school hours.
However, it seems that the Ministry of Health will still insist on this.
Local government: granting powers and inspections once a week
At the same time, the local government last night presented their position regarding the existence of studies in the shadow of the corona, after in the past year the local authorities took an active part in making decisions on the subject.
Last night, the chairman of the Center for Local Government, Haim Bibbs, addressed the Director General of the Ministry of Health, Prof. Nachman Ash, and the Director General of the Ministry of Education, Yigal Slovik, and presented the position of the local government regarding the opening of the school year.
Bibbs' outline includes expanding the Education Shield program, which includes performing rapid corona tests at school entrance once a week.
In the center of the outline - a differential operation of the education system at the level of locality, institution, stratum and class.

In case of need to dilute the classrooms in a situation where the morbidity in the authority increases, split learning will be carried out according to the following principle: at least 70% of students will come to school every day and the rest will learn from home, according to a predetermined plan by the school principal.
The Ministry of Health will define the percentage of students and staff who are allowed to stay at the same institution.
Also, according to local government, the health declaration form should be expanded and adapted to the current era.
Parents will be required to sign at the beginning of the year an undertaking not to send a child with fever, an undertaking not to send a child in isolation, and prior consent to conduct sampling tests as directed by the Ministry of Health.
Additional elements in the outline: construction of a reporting mechanism that informs the authority immediately in any case of illness, and coordinated work with the epidemiological investigation and subsequent decision-making;
And providing flexibility in the design of learning spaces - including open spaces and adjacent buildings.
