A high-risk social project for Emmanuel Macron, the reform of personalized housing allowances (APL), postponed several times for technical reasons, finally keeps its promise to reduce public spending.
Entered into force last January, the new system allows a calculation of the amount of APL "
in real time
" according to the income of the last 12 months, reassessed every three months.
Previously, the method was based on the income of the two previous years, which could lead to the payment of aid disconnected from the level of resources of the beneficiaries.

More responsive, the new system now makes it possible to pay the right amount to the households that need it most and to adjust more quickly to real situations.
On the other hand, the parameters for calculating APL are unchanged,
”recalls the Ministry of Housing.
According to figures released Thursday, the reform should save 1.1 billion euros.
