Health pass: the Senate votes for the exclusion of minors

2021-07-24T18:35:01.020Z

An amendment adopted on first reading of the bill removed the reference to “aged at least twelve years” provided for in this device, and reserved it only for “adults”.

The Senate, dominated by the right-wing opposition, this Saturday made several substantial changes to the project to extend the health pass, excluding minors in particular and reserving it for interior spaces, de facto exempting terraces in particular.

An amendment, adopted during the first reading of the bill on new anti-Covid measures by the upper house, removed the mention "

aged at least twelve years

" provided for in this device to reserve it for "

adults

" .

"Lack of consensus"

This amendment tabled by LR senators, including Henri Leroy, had received an unfavorable opinion from the government, but also from the LR rapporteur of the Law Commission, Philippe Bas.

Pierre-Antoine Levi (centrist) highlighted the “

lack of consensus of the health authorities

” on the vaccination of minors, Philippe Bas relying on the contrary on “

convergent studies

” showing that they are “

also contaminants, or even more , than adults

”. The senators also approved an amendment by Marie-Pierre de La Gontrie, still against the advice of the government and the committee, reserving the obligation to present this pass only to interior, "

confined

"

spaces

.

"

Despite the increasing circulation of the delta variant, epidemiological studies show that the risks of contamination are lower in outdoor spaces,

" said Senator PS.

An assertion contested by other parliamentarians and by Secretary of State Adrien Taquet, representing the government, who stressed that “

the virality + plus, plus, plus +

” of the new variant makes the interior / exterior difference less relevant.

Outbreak of contaminations

Other amendments change this flagship but controversial device intended to deal with the outbreak of contaminations by the delta variant.

Thus, the senators want to postpone the implementation of this pass for public places from August 30 to September 15.

The 50-person gauge for establishments open to the public (ERP) should according to them be calculated on the number of people present, not on the capacity of the place.

This, according to Mr. Leroy, would "

help the cultural sector which is suffering

".

"

You have largely emptied of its substance

" this device, lamented Mr. Taquet, denouncing "

the motley coalition

" which allowed these votes. The president of the LR group in the Senate, Bruno Retailleau, had warned him before the vote against the "

risk of doing nothing

" by "

multiplying the exceptions

". These provisions could be removed in a joint committee or in the continuation of the shuttle. An amendment to grant the provisional health pass on the basis of a single injection of vaccine, instead of two, was rejected.

The government for its part succeeded in passing an amendment extending until December 31, instead of October 31, the exemption from the waiting period for civil servants forced to go into solitary confinement.
