Regensburg - In March 2019 Ingo Saar, Managing Director of the Faszination Altstadt association, was enthusiastic about the ELSA project, which was presented to the public at a press conference.

It could be "a further building block for an attractive old town, in which our customers like to stay and we merchants can carry out our necessary transports in an environmentally and customer-friendly manner," said Saar.

The then environmental mayor Jürgen Huber (Greens) was also happy.

The core of ELSA: Bayernhafen financed two e-delivery vehicles that could be used by retailers, restaurateurs and hoteliers for goods and mixed transports. The two ELSA cars could be used exclusively by old town merchants for 2.99 euros per hour. A special permit allowed driving in the pedestrian zone outside of the usual delivery times. Mayor Gertrud Maltz-Schwarzfischer (SPD) recently described ELSA as “a failed project”.

Failed e-car sharing model in Regensburg: There were only 26 users

As of September 2020, there were only 26 customers who had driven a total of 30,000 kilometers.

For comparison: the Faszination Altstadt association, which is largely financed by the city, has 165 members.

"The specific need for such sharing models seems (at least currently) in Regensburg to be less than the existing interest," concluded the Bayernhafen spokeswoman.

Failed e-car sharing model: City council rejects new edition

Despite the failure of ELSA, the bridge, the new political home of the former Mayor of Regensburg, Joachim Wolberg, demanded a new, this time completely free "electric delivery van sharing system for old town merchants to be implemented". Talks between the parliamentary group and “business people from retail and catering” have shown that “there is definitely interest” in such a model. But why was the offer that existed for two years then so little used? Many old town merchants had their own vehicle or would have forgotten ELSA “due to the lack of visibility in the street,” says the bridge.

The majority in the city council, however, rejected this request.

Also because the “Earl”, an e-car sharing model with seven delivery vehicles, has been available since the end of 2016 - it is operated by Stadtwerk, a wholly-owned subsidiary of the City of Regensburg.

This offer is not free, says Mayor Maltz-Schwarzfischer.

But the vehicles "are very well received by the Regensburg residents and are used to full capacity".

The fleet is even being gradually increased.
