A gap of hundreds of millions

In recent weeks, there have been talks and meetings between officials from the Ministry of Finance, the National Insurance Institute and other parties, and representatives of the organization "Disabled is not half a person" and representatives of "the disabled become panthers."

This is in order to reach an understanding ahead of the implementation of the Disability Law within the framework of the upcoming state budget, with a delay of more than a year and a half.

Last March, the Knesset plenum approved on second and third reading the government bill that would grant an additional alternative grant to disability benefit recipients for the first half of 2021, to compensate for the delay in raising benefits that was due to take effect in January 2020 and the same calculation as the previous grant approved in October 2020. The grant ranges from NIS 500-150 per month, according to the established criteria.

In addition, respiratory disabled people also received NIS 5,341 for each month, and about 64,000 disabled children who did not meet the established criteria received a relative grant of about NIS 500.

In light of the challenges of the new government to transfer the state budget, disability organizations have sought to continue the grant mechanism also in the second half of 2021, and claim that a request was also denied.

According to them, Finance Minister Avigdor Lieberman has announced that he will not meet with them, and the professional echelon in the Ministry of Finance insists, unprecedentedly, on inserting in the calculations a clause of "behavior change" amounting to 600 million shekels, partly due to delay in implementing the Disability Law

In February 2018, representatives of the Ministry of Finance claimed that due to the change in the law, there would be an increase in demand for benefits, thus establishing a safety net for reducing the intended benefit from NIS 4,000 to NIS 3,700, while assuring the disabled public that the benefit is actually NIS 3,900.
