The sixth term of the Legislative Council was postponed for another year. After the democrats resigned in November last year, the original 70-seat Legislative Council was left with only 43 members.

"Hong Kong 01" counts the number of extended parliaments. In addition to finding an increase in the attendance of the remaining members in the assembly, it also calculates the number of meeting hours and number of meetings between the 2020-2021 parliament (as of July this year) and the sixth legislative council in the first four years The differences in the number of bills passed reflect any changes in the actual operation of the parliament.

Statistics show that after the resignation of the General People’s Republic of China, the average length of each meeting of the Legislative Council was 6.22 hours, which is an average of 11 hours compared to the previous four years of the Legislative Council, which is a drop of 43%. However, the efficiency of parliamentary deliberations has been "speeded up" from last year. Since December, the number of bills passed has not fallen but has risen, reaching 23. The time for reviewing and passing bills has been shorter than ever.

As for the number of people using the spread method used by the general public, the average number of people has dropped from 116.8 times a year in the first 4 years to 19 times. The time spent on each number of people has been reduced from about 9 to 10 minutes in the past, to just 4 minutes.

In terms of funding, the Finance Committee approved 94 financial proposals in the past year, involving a total commitment of 237.2 billion yuan, of which only two were approved before the resignation of the Panmin.

Finance and accounting chairman Chen Jianbo pointed out that under the extension of the parliamentary office, the operation of finance and accounting will be smoother. One of the reasons is that no pan-democratic legislators "drag the time" by asking questions.

Extension of the Legislative Council Series 2

After the pro-democracy party resigned last year, the meeting time for each meeting was greatly reduced by 43%.

(Statistics are provided by the Legislative Council)

The number of "bells ringing" and the time have been greatly reduced. No one was expelled after the resignation of the Pan People's General

Assembly. Every time a disputed bill or a review of the "Budget" is encountered, the democrats are used to "rabbling" to slow down the progress of the meeting. One of the tricks is to make an algorithm. The number of people, by delaying the counting of 15 minutes each time, or even triggering the meeting, the establishment often can only "sit down" in the council to ensure that there are enough people.

With the resignation of the democrats, the number of "bell ringing" in the Legislative Council has dropped sharply from an average of 116.8 times a year in the previous four years to only 19 times in the past year, a sharp drop of 84%. In the first 8 meetings in office, 83 attendees have been counted, and a total of 102 attendees have been enumerated throughout the year.

In terms of time, the time it takes to wait for enough parliament to return to the conference hall after the number of people is counted has also been reduced from about 9 to 10 minutes on average to just 4 minutes. It can be seen that the remaining members return to the conference hall faster than before.

As for the number of times that members have been ordered to withdraw due to misconduct and other reasons, there are 98 meetings in the entire 6th Legislative Council. After the resignation of the General People's Republic of China, no members have been expelled from the meeting. I believe Chairman Liang Junyan is happy to have a good time.

As for the meeting time, according to the figures provided by the Legislative Council, the average meeting time of the 30 meetings after the resignation of the General People’s Republic of China was 6.22 hours, which is a 43% reduction compared with the average of 11 hours spent by the Legislative Council in the previous four years.

If you take into account the first 8 meetings of the extended parliament that are still pan-democrats, it took 76.5 hours for the meeting to convene, with an average of 9.56 hours per meeting, which is relatively close to the number of meetings in the past.

Reduced meeting time and the number of bills passed hits a new high

Chief Executive Carrie Lam Cheng Yuet-ngor praised the smooth operation of the Legislative Council in recent months at the Q&A meeting. It is expected that this year the Legislative Council will eventually have the opportunity to pass as many as 45 bills.

At present, 28 bills have been passed for the extension of the term from 2020 to 2021, including the "Improvement of the Electoral System (Comprehensive Amendment) Bill 2021" and the "Employment in 2021" Amendment) Bill, etc.

Looking at the number of bills passed in the first four legislative years, they are 23 in 2019-20, 17 in 2018-19, 28 in 2017-18, and 13 in 2016-17.

In other words, from October last year to July this year, compared with the same period of the previous legislative year, the deliberation efficiency of the parliament has been on par with that of 2017-18, which passed the most bills.

It is worth noting that the total meeting time in 2017-18 was about 520 hours, and the extension of the parliament was only about 263 hours. This shows that the "efficiency of deliberation" of bills this year has obviously far surpassed that of the previous four years of the Legislative Council.

The legislative year of the extended parliament has not yet ended and will resume in August. If the Legislative Council successfully passes more than 10 drafts under consideration and 5 bills to be submitted by the authorities before the adjournment in October, the number of bills passed by then will be as many as forests. Zheng said that as many as 45 items, it is bound to break the record of nearly 20 years.

The Finance Committee of the Legislative Council approved 94 financial proposals for 2020-2021, involving a total commitment of 237.2 billion yuan.

One of the most important functions of the Legislative Council is to approve government funding by the Finance Committee. According to statistics, there are 94 projects approved for the extension of the Council, involving a total amount of RMB 237.2 billion, which is close to the approval of 98 proposals in 2017-2018, involving a total amount of 2,514. 100 million yuan.

2017-2018 is the "first year" of the Lam Cheng Yuet-ngor government. The then Democratic Party member Hu Zhiwei once said that the moderates such as Lam Cheng "be merciful" and "professional discussion" have a good relationship with Lam Cheng. Lam Cheng is in the medical and social services. There are "big" new expenditures on welfare and education.

Looking closely at the appropriation items approved by the Extension Council, we found that while Panmin was still in office this year, the Finance Committee only approved two financial recommendations. When passed, no Panmin MPs were present to vote. At the time, the meeting was boycotted by the general resignation. .

The two projects are applications for the creation of positions by the government, including the creation of permanent posts in the Office of the Financial Secretary for formulating and following up the Budget.

Finance Committee Chairman Chen Jianbo agreed that the Finance Committee will operate more smoothly under the extension of Parliament.

Chen Jianbo: The Finance Committee does not need to repeat the discussion on the project and saves time

When the Finance Committee Chairman Chen Jianbo accepted the inquiry, he agreed that the Finance Committee under the extension of the Council would operate more smoothly, referring to the fact that many projects previously discussed by the Public Works Group or the Personnel Committee under the Finance Committee were submitted to the Finance Committee. , We have to discuss again, "80% of the work (projects) at the peak will be spent again." Last year, the Finance Committee spent more than 200 hours in meetings, nearly twice the number of meetings in the past. On the contrary, the number of meetings this year has been much less.

Chen Jianbo believes that the smoothness of the meeting is due to the number of speakers themselves, and there are no pan-democrats who have delayed their time by asking questions. The remaining members "will only ask questions if they have specific questions."

For example, he pointed out that when the Finance Committee reviewed the appropriation for civil servants’ salary increases last year, it had been discussed for more than 20 hours because of the dissatisfaction with the police force’s salary increase. However, in the past, the appropriation for civil servants’ salary increase only took more than 10 minutes to pass. With the people, the Finance Committee can even shorten the meeting time.

Extension of Parliament|The attendance rate of remaining members reaches 99%. Who has played the most truant when over half of the bills have raised their hands?
