The Greens consider an amendment to the Basic Law to be necessary to improve civil protection in Germany.
Berlin - "The federal government must take on more responsibility," said the Green Party politician, Irene Mihalic, in the newspapers of the editorial network in Germany on Monday.
"But we would like to see more binding force. I predict that we will ultimately need legal changes for this. And that will not work without an amendment to the Basic Law."
Mihalic referred to what she saw as the negative example of the Joint Terrorism Defense Center (GTAZ) run by the federal and state governments.
"It's voluntary," she said.
"And when it comes to an oath, nobody wants to take responsibility," said the Green politician.
According to Mihalic, it would be similar with a competence center that could bundle all information in disaster control and create situation reports.
"That is why a constitutional amendment is needed."
Mihalic wants to talk to the Greens chairman and candidate for Chancellor Annalena Baerbock at a press conference on Monday afternoon about lessons from the storm in western Germany.
