Institutions have the responsibility to promote national security education

Regarding HKBU’s inclusion of national security education as a compulsory subject, Yang Runxiong said that under Article 10 of the "Hong Kong National Security Law", colleges and universities have the responsibility to promote national security education to students in school education.

He said that he believed that different tertiary institutions would have different approaches to fulfill the school's responsibilities and expressed support for the HKBU's approach.

Starting from the new school year, HKBU requires undergraduate freshmen to take compulsory national security education, excluding credits, but it is a national security education requirement for graduation. Only more than half of the schools said they were ready to push the courses, and more than 80% of the schools said they had difficulties in implementation.
