- Two developments in the past year and a half contributed to the fact that the city is now specifically thinking about where so-called entertainment and prostitution businesses are to be built in the future. On the one hand, the steady influx of people makes the large district town attractive for such businesses; a (ultimately rejected) application for a supra-local wedding event location in the industrial area on Wettersteinring had recently made the building management nervous. And on the other hand, those responsible agree that the corona crisis should leave its mark; Under no circumstances should vacancies in the old town be filled with betting offices in the future.

The result was that the city had the Society for Market and Sales Research mbH Munich (GMA) work out an entertainment and prostitution business concept.

Its goal should be to find out where these types of businesses are today and where they should be in the future.

At the latest building committee meeting, the Munich planners presented the results of their work to the city councils.

In the end, the recommendations of the GMA were unanimously approved.

Three categories of entertainment venues

In the opinion of the GMA experts, there are basically three categories: gambling-oriented amusement facilities, which are betting offices, amusement arcades or casinos; Then there are sociable places of entertainment, including dance halls, discos or bars as well as fun sports facilities, bowling centers or cinemas; and finally the places of entertainment with sexual services, i.e. brothels, swinger clubs, hour hotels or “night bars with sex performances”.

As far as arcades are concerned, Dachau is - still - occupied below average: There are eight arcade concessions throughout the city, which corresponds to 1.7 concessions per 10,000 inhabitants.

For comparison: In Fürstenfeldbruck it is 6.2, in Erding 5.0 and Freising 3.6.

However: seven of the eight arcade licenses are in the Dachau-Ost industrial park.

The problem: According to the law for the execution of the State Treaty on Gambling in Germany (AGGlüStV), gambling halls must be at least 500 meters apart.

The settlement of new gambling halls in the Dachau-Ost industrial park is therefore only "possible to a limited extent" according to the GMA.

Six establishments in the oldest trade

There are currently five businesses in Dachau under the heading “sociability”: three betting offices, a disco and a nightclub - especially in the old town.

In addition, six companies can currently be identified as prostitution businesses;

all six are located in the Dachau-Ost industrial park.

In the opinion of the planners and city councils, the city should note for the future: In the development plan of the future MD site, it should be explicitly noted that social entertainment venues with a usable area of ​​up to 100 square meters will be allowed "to revitalize the area";

There should be no gambling or sexual services.

No entertainment venues are to be approved for the future Augustenfeld-Nord district;

however, exceptions should be possible, such as a cinema.

Because there is a fundamental shortage of commercial space in Dachau, commercial areas such as the one on Wettersteinring or on Nu-Park (former Seeber site) on Schleißheimer Strasse, where all kinds of amusement facilities would theoretically be possible, should be reserved for industry or trade by means of a development plan. Instead, gambling and prostitution in particular are to be concentrated in a few locations, especially in Dachau-Ost. In the old town, a development plan should exclude money and gambling-oriented entertainment.

The old town wants to stay open when it comes to social offers: For example, the presence of the “Roxy” discotheque on Augsburger Strasse has made it more attractive. What is called "trading down effect" in modern German, a negative structural change in a quarter due to the prevalence of betting shops or amusement arcades, is as good as impossible in Dachau-Ost: the "urban quality" of the industrial area is low. GMA does not see any “potential for conflict” with residents.
