Excluding the traffic inconvenience caused by cross-district work, Tuen Mun, a new town that began to develop in 1973, is more livable than Mong Kok and Kwun Tong, which are crowded with people and overloaded with community capacity.
However, the government continued to build houses in the new town of Tuen Mun, increasing the population of residents in the district, but the infrastructure and supporting services failed to keep up. As a result, the distribution of facilities in the district was uneven.

There are very few libraries and public clinics in Tuen Mun. Both current and outgoing Tuen Mun District Councillors said that the facilities cannot meet the needs of residents.
