The Corona Entry Ordinance specifies what happens to those returning to Germany who come to Germany from high-risk, high-incidence or virus variant areas.
The federal government has passed a new corona entry regulation that will come into force on Wednesday (July 28th).
Essentially, not much has changed in the previous regulations, but in some cases there are now simplifications for those returning from virus variant areas.

Is there a general compulsory test for travelers returning?

Accordingly, all travelers who have neither been vaccinated nor recovered should present a negative corona test when entering Germany - regardless of which country they are coming from and which means of transport they are using to come to Germany.
So far, a general test obligation for unvaccinated and non-convalescent only applies to air travel.
A negative corona test must be submitted at the departure point - otherwise the airline is not allowed to carry you.

Corona entry regulation: an overview of the current rules
The
Corona Entry
Ordinance differentiates between risk areas, high incidence areas and virus variant areas. Roughly, a country is declared a risk area if it exceeds an incidence of 50 and a high incidence area if the incidence is over 200. However, other factors also play a role, such as the test capacities or the measures taken by the state to contain the infection process. Virus variant areas, on the other hand, are countries in which a virus variant that poses a particular risk is spreading. In general, a
digital entry registration
must be carried out
when entering from all types of risk
areas.
Risk areas
: Those returning to travel must present a negative corona test (a maximum of 72 hours old PCR test or a maximum of 48 hours old antigen rapid test) or proof of complete vaccination or recovery.
There is a ten-day quarantine obligation until the corresponding proof of the digital entry registration is submitted.
High incidence area
: On return, a negative corona test, proof of complete vaccination or proof of recovery must be provided.
In addition, there is a ten-day quarantine obligation - vaccinated and convalescent people can get rid of it immediately by submitting their proof.
For those who need to test, there is the option of “free testing” after five days.
Virus variant areas
: Travelers must present a negative corona test result before entering the country.
In addition, the affected people must be in quarantine for at least 14 days - regardless of whether they have been tested, vaccinated or recovered.
Furthermore, the eased quarantine measures now apply as soon as the virus variant area is downgraded to a high-incidence area or a risk area.
