The superior prosecutor of Catalonia, Fernando Bañeres, has initiated the proceedings after a complaint received by Carlos Carrizosa, from Ciudadanos, and has forwarded them to the Barcelona Public Prosecutor's Office so that "it can carry out the appropriate actions to clarify the facts."

In a vote that divided the body, the ICF approved last week the granting of an endorsement to the former high-ranking officials of the Generalitat who are being investigated by the Court of Accounts for the alleged misappropriation of public money (5.4 million) in Expenses allocated to the promotion of the independence process abroad. A total of 29 of the 34 perpetrators indicted by the State's supervisory body availed themselves of this guarantee. The Court of Accounts has expressed its "doubts" about the "sufficiency and legality" of the ICF guarantees and has requested a report from the State Attorney before deciding whether to accept them as surety.

After approval by the ICF, Ciudadanos filed a complaint in which it concluded that the ICF endorsement - a mechanism provided for in the decree approved by the Catalan Government to come to the aid of the accused - is a “fraudulent operation”.

The complaint is also directed against the President of the Generalitat, Pere Aragonès, the Minister of Economy, Jaume Giró, and the Minister of the Presidency, Laura Vilagrà.

The superior prosecutor of Catalonia orders that the complaint about these three people be filed because the Superior Court of Justice of Catalonia (TSJC) is already examining the matter given the status of the counselors.
