The district's disaster control officer, Dominik Ternes, got involved in this game of thought and constructed a scenario for which the authorities are prepared and which would nevertheless present them with major challenges.

“So let's assume that the water levels in the Freising district would rise so much as a result of massive heavy rain events that even the areas of an extreme flood event would no longer be sufficient,” says Ternes.

That was exactly the case in the west of the Federal Republic.

"Such a flood is usually preceded by extreme weather events."

The level of the Isar is decisive for averting danger

These are initially announced by the German Weather Service in the form of severe weather warnings. If there is a risk of flooding, information is also provided by the flood intelligence service of the Bavarian State Office for the Environment, explains Ternes. And such warnings and information converge in the lower disaster control authority of the Freising district office. Outside of regular business hours, an on-call service is always available.

"Among other things, the Isar level in Freising is decisive for measures to avert danger in the Freising district," reports Ternes.

At certain water levels, for example, the dam beams are installed in Marzling and Oberhummel to secure the dike along the Isar.

On the basis of the flood reporting levels, it is also possible to deduce the extent to which the flood is likely to assume.

In this way it can also be decided which measures should be taken to protect the population.

The chain of operations has to get going quickly

"To come back to the example again, that would mean that we have a forecast for the Freising gauge of more than 470 centimeters, i.e. more than a hundred-year flood," explains Ternes. The receipt of such a forecast would initially trigger some internal measures. The department responsible for disaster control would consult with the district administrator and the organizations and authorities involved in disaster control.

One result of these consultations could be the convening of the Disaster Control Leadership Group (FüGK) and the appointment of a local operations manager (ÖEL).

“In the FüGK, for example, warnings are prepared for the population, supra-local resources requested or evacuation measures planned,” Ternes said.

"In the local operations management, all on-site assistants are coordinated and provided with assignments."

Six specific measures are required in the event of flooding

According to Ternes, there are basically six operational measures required in the event of a flood: First, the population in the potentially affected area must be warned and informed.

Second, it must be determined which objects are particularly at risk, and thirdly, preparatory measures for evacuating houses or evacuating people must be taken.

Fourth, levees must be controlled and defended.

Fifthly, this requires the filling and dispensing of sandbags.

In an absolute emergency, the sixth thing is to request supra-local resources and emergency services.

The speed of the water poses problems for rescue workers

"The problem with the events in the west of the Federal Republic was the speed with which the water came and the amount of water that spilled over the landscape," emphasizes Ternes.

The rescue workers did not have much time.

“It is therefore difficult to say how long individual measures would take.

With a 'normal' flood you have time to prepare for certain water levels, as the three larger rivers in the Freising district are monitored and there are empirical values ​​as to which levels in the upper reaches of the rivers have to be particularly observed. ”Evacuation measures can be coordinated with this at an early stage ordered or supra-local resources requested.

Epidemics are a challenge in flood disasters

Another challenge in a flood disaster: preventing epidemics.

"In the event of a flood, it is important that the people affected are provided with clean drinking water so that there is no risk of damage to human health, especially from pathogens," says Ternes.

Depending on the flood situation, it must be checked which supply areas could be affected.

"Under certain circumstances, a decoction order or even a replacement supply is necessary."
