- Until the development plan “Neustifter Feld” is legally binding, it will take many, many months to come to the Freising region.

But because the city had informed the citizens informally about the plans before the decision to even draw up a development plan, the members of the planning committee had 75 closely described pages on Wednesday - all of them filled with statements from Neustift citizens.

And even if on Wednesday it was only a question of deciding whether to draw up a development plan or not, around 100 citizens had come.

The administration set out the process and the reason for a development plan process in detail. And the city councils discussed what some committee members perceived as a “showcase” and “shop window event”.

City architect reports 66 responses

City architect Barbara Schelle had already emphasized that on this day only the "formal start" of the process was decided, during which multiple public participation was required. And Schelle explained that the density of the development, as it was once envisaged in a first preliminary draft, was similar to other development plans. It continued with the presentation of the goals and purposes of the development, which are based on the urban development program 2030, and with the indication that 66 both critical and positive feedback and "numerous calls" had been received from the population.

In an initial assessment, Benedikt Bracher from the Schlothauer und Wauer office came to the conclusion that the additional traffic that was to be expected from the 170 apartments with 470 new residents, according to the guidelines for the construction of city streets (RASt 06), the tolerable loads fall below.

Example: For Hermannstrasse, he forecast 2,200 vehicle movements per day, 4,000 would be considered acceptable.

Citizens are also involved in the accelerated procedure

In the end, City Director Gerhard Koch emphasized that the accelerated procedure favored for drawing up the development plan did not mean that the citizens would be less involved, but that some deadlines could be shortened and, for example, a dedicated environmental assessment would be omitted.

Planning officer Hans Hölzl (FSM) said that one understands the concerns of the residents.

But the demand for single, double and row house development contradicts the requirement to save space.

And because 30 percent of the apartments are to be realized as social housing and a day-care center is to be built, the parliamentary group votes for the development plan to be drawn up - and in an accelerated process.

This is exactly how Benno Zierer (FW) and Norbert Gmeiner (SPD) saw it.

Green Council criticizes city administration

The Greens assessed the situation differently: Werner Habermeyer initially emphasized that they did not want to take away anyone's chance to buy living space. But the framework conditions have to be right. His parliamentary group demanded that one should not only rely on "efficiency", in other words: not allow such dense development, and that the matter should be transparent and fair. It annoys him terribly that the traffic figures are only "thrown out" during the meeting and that he has not had a chance to deal with them beforehand.

Charlotte Reitsam added: “What you hit us on the ears today is unacceptable.” The city councilors were “completely flat”.

The application formulated by her to use the standard procedure instead of the accelerated procedure was rejected with 6: 8 votes.

Koch had already emphasized that on Wednesday it was only a matter of deciding whether to draw up a development plan for Neustifter Feld at all: "You must not overuse this decision today."

Rudolf Schwaiger (CSU) also insisted that it was only decided whether there should be development there or not.

Everything else that has been discussed today is the subject of further procedural steps.

But he could understand that, with around 100 listeners, “everyone wants to make a name for themselves” and that the session therefore resembles a “shop window event”.

And Robert Weller (FW) also saw that some of the “showrooms” are being held here.

After about two hours, it was decided to draw up the development plan with 10: 4 votes - and in an accelerated process.
