To this end, a climate protection law is planned, which should regulate the cooperation between the federal and state governments in the fight against climate damage.

According to this, the federal government should support the municipalities in climate protection for a period of ten years.

In addition, regional consequences of global warming are to be recorded and bundled with the help of data from federal states and municipalities.

In the previous assessments of potential flood risks, both extreme weather conditions and the failure of dams or retention basins should be taken into account.

Green flood policy: preventive measures for urban and rural areas

The authors of the paper also call for a “preventive” flood policy that keeps the water in the landscape: “Where water can naturally seep away and is stored, where streams and rivers flow freely, where there are still functioning bog soils, floods and flood disasters can be mitigated . ”The cities are also mentioned in the paper.

They should be cooled down again by expanding urban green spaces and water.
