The Independent Commission Against Corruption yesterday (28th) sued the operator of Luming Logistics (Hong Kong) Co., Ltd., accusing him of conspiracy to defraud the Salvation Army’s Hong Kong and Macau Military Region to award a total of more than 140,000 yuan in service orders.
The ICAC alleged that the defendant was suspected of submitting to the Salvation Army three quotations for transportation service orders issued by companies controlled by it. They dishonestly falsely stated that the quotations were prepared independently by each company, but the two companies were actually responsible for each of them. Mother-in-law and friends are established.
The defendant was charged with one count of conspiracy to defraud and was granted bail. The defendant will plead at the Kowloon City Magistrates' Courts tomorrow (30th).

The defendant, Bi Weilun (53 years old), was a Lumin logistics operator.
The ICAC stated that it received a corruption complaint earlier and launched an investigation. After seeking legal advice from the Department of Justice, he was prosecuted and charged with one count of conspiracy to defraud, which violated the common law.
At the time of the incident, the Salvation Army’s Hong Kong and Macau Military Region had a "recycling plan" in which clothes and materials donated by the public were distributed to its stores for sale.
The Salvation Army invited quotations for a transportation service under the "Recycling and Recycling Plan" in early 2019 and received three quotations, which were submitted by Lumin Logistics and two other companies.
The charge alleges that the defendant was suspected of conspiring to defraud the Salvation Army with a Lumin Logistics employee and other persons on or about March 1, 2019, dishonestly falsely claiming Lumin Logistics and the other two companies mentioned above. The quotations submitted for the transportation services were indeed competitive and were prepared independently by each company, thus deceiving the Salvation Army into granting the order to Lumin Logistics.
ICAC investigation found that the above two companies were established by the defendant’s mother-in-law and a friend of the defendant.
The order for transportation services was finally awarded to Lumin Logistics, involving a total service fee of more than 140,000 yuan.
The ICAC stated that the Salvation Army provided full assistance during the ICAC investigation.
The ICAC accused Huaxing Property and Huaxia Real Estate of two former employees for borrowing industrial building parking spaces for corruption and fraud. The ICAC sued Dai Yaoting and three others for illegal advertising in the Legislative Council election. The registration problem is not serious.
