The entry of the municipality of Peiting to the Pfaffenwinkel music school becomes concrete: on Tuesday, after a long debate, the municipal council approved the conclusion of a corresponding purpose agreement.

However, critics warned of the consequences of the planned system change.

Peiting

- Mayor Peter Ostenrieder left it to treasurer Christian Hollrieder to present the topic, which had already "sparked discussions", as the town hall chief announced in advance. Since 2004, Schongau and Peiting have been going separate ways when it comes to music lessons. Instead of joining the Pfaffenwinkel music school, Peiting launched its own model called “Music in Peiting”. Hollrieder looked back again and again in the context of intermunicipal cooperation discussions about a merger. But with no result. That has changed this year. Hollrieder justified the fact that the advance from Peiting in the neighboring city fell on fertile ground, as reported, with the corona crisis, which paralyzed music lessons for months. "The opportunity is good for a common beginning."

Kämmerer presents the advantages of a merger

Hollrieder also went back to the advantages of joining from Peitinger's point of view.

The Pfaffenwinkel music school has fixed office hours, and one can fall back on a professionally established structure.

For the pupils there are more opportunities to play together in ensembles, the teachers receive regular further training and, last but not least, one can benefit from state funding through the music school.

It is very important that the lessons take place in Peiting in the future and that there will continue to be events in the market town, emphasized Hollrieder.

The chamberlain also reported positive conversations with the miners' band and the Catholic parish.

Now it is the turn of the local council to decide whether to go this route.

Opinions in the committee differ

There were quite contrary views on this in the committee.

Herbert Salzmann (SPD) and Franz Seidel (BVP) saw the main advantages of joining.

Although the Peitinger model has worked well over the years, in view of the current circumstances one has to rethink things, said Seidel.

After all, all clubs would have problems due to the corona.

If we can use Ikek for a good cause, both are served. ”Salzmann also considered a merger to be sustainable and sensible.

If you don't do it now, you will have to get to Schongau on your knees at some point.

“I don't want to experience that.” Norbert Merk (CSU) also agreed, who spoke of a “command of reason”.

Günter Franz was more skeptical. It was still not clear to him where the change of heart was coming from after being so satisfied with the quality of the Peitinger model, asked the Green Council.

According to his information, only 20 to 25 students would want to switch to the music school, which raises the question of what would happen to the other 100+ students who would then have to forego ensemble lessons and the communal rooms.

It will be more expensive for the Peiting market

The municipality of Peiting has so far supported the work of the “Music in Peiting” association with 29,000 euros. 16,000 euros of this goes into ensemble lessons, the remaining 13,000 euros finance the work of Andreas Fuchs, who is in charge of the organizational tasks as an employed coordinator. With joining the Pfaffenwinkel music school, it will be more expensive for the market in the future. An annual grant of 50,000 euros is planned from 2022. Because the first offers at the music school are to take place as early as the coming school year 2021/22, a grant of 25,000 euros is planned for the transition year. As soon as the change has been made, which should be the case in the coming year, the subsidy for “Musik in Peiting” would no longer apply. The days of the association should then be numbered.

The rooms of the community, which the association has been given free of charge for teaching purposes and concerts, will in future be made available to the Pfaffenwinkel Music School by the market. The same applies to musical instruments owned by the community.

Ostenrieder referred to the reasons given for joining. As far as the number of students is concerned, the parents would of course decide whether the children should stay with their music teacher in Peiting. “There is no transition.” However, there are already 39 Peitingers at the music school, for which the foreign surcharge will no longer apply. If you add the 25 other students, you will start in September with over 60 students from Peiting, a number that should rise steadily over the next few years, according to the town hall chief. The system change means that the ensemble lessons are no longer required for students whose teachers do not change to the music school. To continue to offer these temporarily, as suggested by Thomas Elste (Greens), is not possible. "There will be no special role for Peiting."

Criticism came from Tobias Eding.

You decide over the heads of the Peitingen music teachers and destroy a functioning system without any recognizable added value, criticized the SPD council.

It will be more expensive for the children, and there is also a risk that Peiting pupils will increasingly play in Schongau groups and lose contact with Peiting.

If the majority of Peiting's music teachers were in favor, he could go, but not, said Eding, who warned of “major conflicts”.

In the end, a clear majority votes for the music school

Christian Lory (Independent) also fell in the same direction.

What good would it do as a community if in the end you paid 40 percent more and at the same time faced 17 music teachers who did not want to change and 120 students who were deprived of rooms and ensemble lessons?

“For me it's a lose-lose-lose situation.” Alfred Jocher (Independent) said that he would have liked to have taken the parents with you and criticized the pace.

"Maybe it's better to wait another year."

In the end, however, the majority of the committee saw it differently.

The municipal council voted 17: 7 for the conclusion of a purpose agreement with the Pfaffenwinkel music school.

This will now be worked out and submitted again for decision, Ostrieder announced.
