Basically, it is important to differentiate between floods and heavy rain, says Dominik Ternes, disaster control officer for the district.

Floods refer to rivers.

"There are flood hazard maps for this purpose, which show areas for each district that can potentially be affected by flood events," says Ternes.

“Heavy rain events, on the other hand, are punctual damage situations that can cause flooding even far away from rivers.” In Bavaria there was a research project to create hazard maps here too.

The results are still pending.

Steep slopes and narrow valleys favor flooding

Based on the flood hazard maps for an extreme flood event, the municipalities on Amper, Isar and Glonn in the Freising district would be particularly affected by the flood on the Moosach in Freising, ”reports Ternes. "This has been shown particularly in past floods."

Heavy rain events are a real threat, especially in the northern district, in the so-called tertiary hill country, reports the Munich Water Management Office.

“The topography with steep slopes and narrow valleys, as well as the agricultural use of the areas, encourage rapid drainage of rainwater.

This collects in the small streams in the valley and creates a risk of flooding, ”explains Florian Hinz, the head of department responsible for Freising.

“The municipalities can take precautionary measures with flash flood concepts.” The Free State subsidizes them with 75 percent of the costs, up to 150,000 euros.

The factor climate change leads to higher heavy rain events

Could there be another flood in the Freising district as was the case in 2013? Or, in times of climate change, isn't it even likely that it could hit the region one day? The water management office answered both questions in the affirmative. "A major flood on the Isar or the Amper can occur again and again," emphasizes Hinz. With the existing dykes and the Sylvenstein reservoir, the district on the Isar is already well prepared. Homework was being done at the Amper.

“Climate change is already being taken into account when dimensioning the systems,” says Hinz.

“Model calculations have shown that the hundred-year flood events will be around 15 percent higher in the future.” That is why the dimensioning values ​​would already be increased by these 15 percent so that the dykes and protective walls will continue to offer the desired degree of protection in the future.

Hinz emphasizes: "It is important that the citizens join in and support the flood protection measures in the interests of the whole."

Water management office recognizes a rethinking in cities and municipalities

The water management office feels well prepared for future heavy rain events.

"The flood forecast and the flood news service in Bavaria are working," summarizes Hinz.

"The flood wave forecasts are not only continuously improved by better weather data and forecasts, but also by sophisticated simulation software." Message chains are regularly practiced so that no information is lost.

Hinz is also rethinking the municipalities.

“In the cities and municipalities, there is a growing awareness that it is important to keep areas at risk of flooding clear and not to bend and break into them,” reports Hinz.

"Where there was previously skepticism in this regard, a thought process will now certainly begin in the right direction."
