The Governor of the Bank of Israel, Prof. Amir Yaron, was the one who managed to explain with the greatest accuracy the essence of the decision to approve the budget.

"It's good that the budget has finally arrived. The lack of budget has hit the economy and I warned about it," he said.

Indeed, the great achievement of the change government is the very approval of the budget, on which its actual survival depends.

The budget is required to pass several more obstacles, chief among them its approval in the first reading in about a month, and in the second and third in the Knesset immediately after the holidays.



The 2022-2021 budget is a result of the complex political constraints of the Coalition for Change.

It was clear that Finance Minister Avigdor Lieberman would not go head to head with Defense Minister Bnei Gantz, the defense establishment's major lobbyist, so there was no doubt that for political reasons Gantz would get what he wanted, including an increase of NIS 7 billion in the budget.



The increase of NIS 2 billion in the health budget was also self-evident, and the substance of the matter was justified.

It was clear that Health Minister Nitzan Horowitz would not resign even when he did not receive his full request.

The state budget itself is user-friendly: it is cut-free, there are no tax increases, VAT will not go up and so does income tax. Reasonably macroeconomic targets were set. The business, because the government will not decide on closures, which is why the corona budget has dropped significantly.



However, the wave of cuts, as perceived by many sectors, was hidden in the Arrangements Law. -40 new rules in one day snatch.

The abundance of reforms, which includes more than forty changes, is regulated by the fact that in the last three years not a single reform has been launched.

The list is long and includes, among other things, the reform in agriculture, raising the retirement age, easing imports, taxes on disposable utensils and sugary drinks.

These changes are supposed to improve the quality of life and ultimately also lead to a reduction in the cost of living.



Lieberman would have liked more, especially in relation to the ultra-Orthodox sector, but the right-wing side of the coalition led by Prime Minister Naftali Bennett, Justice Minister Gideon Saar and Interior Minister Ayelet Shaked tied his hands.

The coalition's great achievement in approving the budget is the bottom line - the change government will redefine the priorities in the country.
