Journalism for All - led by Jorge Lanata - presented a report that puts the magnifying glass on the

multimillion-dollar business

of photomulting and its

implications with officials.

In other words, a business "on both sides of the counter", as defined in this Sunday's note

.

This is not an exaggeration.

According to the report, the estimated collection for infractions

only in the AMBA is 14 billion pesos

per year.

How is the operation reported?

The Chamber of Traffic Violation Administrations and Control Companies (CECAITRA) is the institution that

groups together traffic control companies that

provides software, cameras and radars to the State.

Now, PPT reported that there are 15 companies that make up this Chamber and

in at least five of those firms

 two names appear:

Bernardino García

, president of CECAITRA, and

Mariano García,

his son and vice president of the entity.

Jorge Lanata's report on photomultas in PPT.

"It appears as a non-profit Civil Association but that distributes millions of pesos in profits. It has

contracts with all levels of the State

to offer its services and the main business is that in addition to what is paid, it stays -according to the arrangement. with each jurisdiction - with a part of the

collection for the infractions

", highlights the report of

Journalism for All

prepared by the journalist Manu Jove

.

For example -develops the investigation- in 2020 CECAITRA signed a macro agreement with the

National Road Safety Agency

 (ANSV) to participate in

radarization on national routes

and advise the state body on issues of appropriate technologies to carry out controls.

The complaint - always according to the PPT report - is that

the officials

who participate in that agreement

are linked to the Chamber

.

On the one hand, there is the Interjurisdictional Director of the ANSV,

Martín El Tahham

, who until December 31, 2019

worked in a dependency relationship

with CECAITRA.

Martín El Tahham, another of the officials "from both sides of the counter", to whom Jorge Lanata put the spotlight.

On the other hand, the executive director of the Agency,

Pablo Martínez Carignano

.

"He did not work in a dependency relationship with CECAITRA, but

he

repeatedly

billed him

. In fact, he was a columnist in radio programs (

Pasaron Cosas

, on

Radio Con Vos

, for example) under the

auspices of that entity,

" they said.

In passing, two officials from the National Road Safety Agency were

in turn

linked to CECAITRA.

Pablo Martínez Carignano, a radio columnist, billed the camera for photomulting companies.

Road Safety Officer.

On the other hand, a mid-2020 contract was revealed between the National Road Safety Agency and the company DETECTRA, which belongs to Mariano García and

is part of the same

 CECAITRA

chamber

.

That purchase, of radars, is for

more than 42 million pesos

.

In the crosshairs of the Anti-Corruption Office

From PPT, in its

Box

version

, they also reported that the

Anti-Corruption Office

issued an opinion on July 16.

Jorge Lanata's report on photomults.

The entity that controls the incompatibilities of the officials argued there that

El Tahham

- from his recent employment relationship with CECAITRA -

had to abstain from signing that agreement.

On the other hand, they

did not comment on Martínez Carignano

, since the official did not present to the OA the invoices that he issued in 2019 addressed to the camera.

Finally, from the program hosted by Lanata they reported that this

is not the first time

that CECAITRA has been denounced by businesses from

"both sides of the counter."

"We are investigated in the

federal justice

of Morón for a similar case. They had links with municipalities that were 'outsourced' through another state agency, the National Technological University. They were hired by different municipalities to provide their service. However,

the amounts did not allow these contracts to be made directly

with a private entity.

The UTN appeared there and behind that entity it was CECAITRA who provided the service, "they indicated.

The name that appeared then as the head of the UTN was

Felipe Yanaduoni

, also a director of CECAITRA.

Yes, ironically, it appeared

on the ethics committee

.
