The exercise simulated terrorists using illegal virtual private networks (VPNs) in the country to cover up across the border in Macau, launching cyber attacks on the Hong Kong-Zhuhai-Macao Bridge (Hong Kong Section) management company and the MTR Corporation, and using the data stolen by the cyber attacks At the Hong Kong-Zhuhai-Macao Bridge Passenger Inspection Building and the MTR Hong Kong Station, a home-made bomb was placed and a MTR train full of passengers was held hostage.

After investigation by the Cybercrime Division, it was discovered that terrorists were hiding in Macau and using domestic VPNs to hide their identities. Therefore, they immediately activated the cybersecurity response mechanism in Guangdong, Hong Kong and Macau, and notified the Cyber ​​Police Headquarters of the Guangdong Provincial Public Security Department and the Information Crime Investigation Division of the Macau Judicial Police for a joint investigation. More than 200 anti-terrorist teams participating in the exercise deployed operations at the Hong Kong-Zhuhai-Macao Bridge Passenger Inspection Building and MTR Hong Kong Station. The Commissioner of Police Xiao Zeyi also attended the scene to supervise.
