The ICAC received a corruption complaint earlier and launched an investigation. After completing the investigation, it sought legal advice from the Department of Justice, and prosecuted the two in accordance with the relevant legal advice.

The two defendants have been granted bail by the ICAC and will appear in West Kowloon Magistracy this Friday (6th), pending the transfer of the case to the District Court for defense.

Defendants Lin Jingzhao (39 years old) and Huang Zhaofeng (formerly known as Huang Shili, 35 years old) are both licensed agents of registered financial institution Haotian Global. Huang Zhaofeng is Lin Jingzhao's subordinate.

The two were both charged with two counts of conspiracy to get the agent to accept benefits, violating section 9(1)(a) of the Prevention of Bribery Ordinance and section 159A of the Criminal Offences Ordinance.

Lin Jingzhao was also charged with one count of providing benefits to an agent, violating Article 9(2)(a) of the Prevention of Bribery Ordinance.

Huang Zhaofeng was charged with two similar counts.

At the time of the case, Hong Kong Financial Engineering Co., Ltd. used a computer program to provide customers with futures account management services.

The relevant program will automatically place an order to buy or sell futures, in order to make profits for customers in a short time.

Hong Kong Financial Engineering will collect service fees from the profits of customers.

Was paid to the software chief executive officer

Two of the charges allege that Lin Jingzhao and Huang Zhaofeng were suspected of conspiring with the chief executive officer of Hong Kong Financial Engineering between November 2014 and February 18, 2015, so that Huang Zhaofeng would not have legal authority or reasonable excuse. The Chief Executive Officer accepted a total of more than 125,500 commissions as an incentive or reward for Huang Zhaofeng to assist and arrange for two of his clients to use Hong Kong Financial Engineering to provide software services.

Another charge alleges that Lin Jingzhao was suspected of providing financial engineering staff of Hong Kong with 60,000 to 70,000 yuan between December 2014 and February 16, 2015, without legal authority or reasonable excuse, as their assistance and Arrange for Hong Kong Financial Engineering to provide incentives or remuneration for the software service to Lin Jingzhao's clients.

The remaining two charges allege that Huang Zhaofeng was suspected of providing cosmetics and a total of 12,500 yuan worth of cosmetics and a A mobile phone was used as an incentive or reward for the chief executive to assist and arrange financial projects in Hong Kong to provide software services to Huang Zhaofeng’s customers.
