How well is Weilheim actually protected against floods?

Many people ask themselves this question in view of the disaster pictures from various parts of Germany.

There were now answers in the city council.

Weilheim - How far is the expansion of the flood protection on the Ammer and on the Weilheimer brooks?

Where are particularly vulnerable areas for flooding in the urban area?

How is the population warned of floods, if any?

And what do experts recommend to secure property?

The CSU / FDP parliamentary group had submitted a whole bunch of questions to the July city council meeting.

The answers were provided by Manfred Stork, head of the building administration in the town hall - who had obtained the latest statements from the specialist authorities.

The situation at the Ammer

According to the Water Management Office, Weilheim's urban area is protected from a so-called 100-year flood (a “climate change surcharge” of 15 percent is factored into the calculation).

The current renovation work, in which the landings of the past few years will be removed and the stone set repaired, should be completed in spring 2022.

“There are deficits in the south of Weilheim,” according to the authority: there, the water escapes approximately during an 80-year flood and endangers the urban area.

That is why the water law procedure for "Flood Protection Weilheim Süd" has been running for years - which will be finished "towards the end of 2021".

The situation at Weilheim's brooks

For the

Waitzackerbach

, a rain retention basin was built below Tankenrain between 2009 and 2014, which "has been in successful operation since then", according to the municipal building authority: "In the event of heavy rainfall, water is retained and throttled and discharged via the Waitzackerbach in a controlled manner."

The

Tiefenbach

, which flows from Polling / Oderding in the direction of Weilheim and into the Ammer at the Naturfreundehaus, is included in the "Ammer Süd flood protection system".

For the

Angerbach / Simetsbach

, coming from the east, the city of Weilheim and the municipality of Eberfing are currently planning flood protection measures on an intermunicipal basis.

The planning approval procedure for construction section I in Eberfing has meanwhile been approved; land negotiations and “further plans to supplement the design”, as it is called, as well as “preparations for the tender” are currently underway.

The construction sections II (with two retention basins and water development) and III (pumping station on the Ammer and upgrading of the stream piping) - which play on Weilheimer Flur - are "still in the deeper processing" according to the city building authority.

Endangered areas in the urban area

Which areas of the city are particularly at risk from flooding and flooding?

In this question, the town hall refers to the flood risk maps of the water management office, according to which “there is a latent flood risk from the Ammer and Angerbach in the southern and western areas of the city of Weilheim”.

The current flood protection measures described above are intended to reduce these dangers.

The hazard maps could "be viewed by anyone" via the Internet.

In addition, the city planning authority refers to the scientific pilot project "Adaptations to climate change" for researching heavy rain events: The city of Weilheim is part of it, the first results are expected for mid-2022.

This is how a warning is given in the event of a disaster

According to the disaster control of the district, Weilheim's residents are warned by sirens in the event of a disaster, followed by a radio announcement.

There are three fixed sirens in the urban area, one each in the districts of Unterhausen, Marnbach and Deutenhausen.

In addition, there are a total of four mobile sirens from the local fire brigades, which complete the warnings - with a warning tone and subsequent announcement.

All warnings to the population are controlled by the district office.

This also uses the modular warning system "MoWaS", with which, in the event of an emergency, information can be provided via the warning apps NINA, KATWARN and BIWAPP as well as various regional warning apps.

Information on securing property

What do experts recommend to citizens to secure their property?

In response to this question from the CSU / FDP parliamentary group, the water management office and disaster control called “relevant brochures from the federal and state governments” with tips on building precautions, insurance protection and what to do in the event of an incident.

These are available, for example, from the websites www.umweltbundesamt.de or www.lfu.bayern.de/wasser/hw_risis_umgang.

In its more recent development plans, the city of Weilheim has set "if necessary, appropriate flood-adapted elevation levels for the ground floors and points out the dangers of flooding and heavy rain events," says the head of the building administration, Stork.

In addition, “the client's own private security is pointed out”.
