President Bashar al-Assad issued Legislative Decree No. (26) of 2021 to grant a monthly financial reward to students and top students in general certificates granted by the Ministry of Education (Basic Education Certificate, General Secondary Certificate, Scientific Branch, General Secondary Certificate, Literary Branch, Commercial Professional Secondary Certificate, The Industrial Vocational Secondary Certificate, the Women’s Professional Secondary Certificate, the Sharia Secondary Certificate, the Sharia Preparatory Certificate), and the secondary certificates granted by other ministries.
Below is the text of the decree:

Based on the provisions of the Constitution
Draw the following:
Article 1 -
A monthly financial reward is granted to students and the top students in the general certificates granted by the Ministry of Education (Basic Education Certificate, General Secondary Certificate, Scientific Branch, General Secondary Certificate, Literary Branch, Commercial Vocational Secondary Certificate, Industrial Professional Secondary Certificate, Women’s Professional Secondary Certificate, Shariah Secondary Certificate, Sharia preparatory certificate) and secondary certificates granted by other ministries, according to the following:
A- 25000/SYP Twenty-five thousand Syrian pounds for each of the first fifteen students at the level of the Republic, and the first and second students at the level of each governorate in the basic education certificate, starting from the beginning of the month following the date of issuance of the results of the general exams until the end of their studies It is suspended if the student does not obtain an average of 90% (90%) in the general secondary school, which is equivalent to /2610/ degrees and above in the scientific stream, and /2520/ degrees and above in the literary stream, provided that the first and second students are counted among the Arrangement in the event of their receipt in the beginning of the Republic.
B - 25000/SYP Twenty-five thousand Syrian pounds for each of the first three students at the republic level in the Sharia preparatory certificate, starting from the first of the month following the date of issuance of the results of the general exams until the end of their university studies, and it stops if the student does not obtain an average 90% is ninety percent and above in Sharia secondary school, which is equivalent to /4140/ degree and above.
A- / 45,000/ SP Forty-five thousand Syrian pounds for each of the first fifteen students at the level of the Republic, and the first and second students at the level of each governorate in the General Secondary Certificate, the scientific branch, starting from the first of the month following the date of the issuance of the results until the end of their studies University or their studies in technical institutes or higher institutes or their equivalent, provided that only the first and second students are counted among the ranking if they are in the beginning of the Republic.
D- 45,000/ SP Forty-five thousand Syrian pounds for each of the first five students at the level of the Republic, and the first and second students at the level of each governorate, in the General Secondary Certificate, Literary Branch, starting from the beginning of the month following the date of issuance of the results until the end of their studies University or their studies in technical institutes or higher institutes or their equivalent, provided that only the first and second students are counted among the ranking if they are in the beginning of the Republic.
H - 45000/SYP Forty-five thousand Syrian pounds for each of the first and second students at the level of each governorate in the Sharia secondary certificate, starting from the beginning of the month following the date of the results’s issuance and until the end of their university studies or studies in technical institutes, higher institutes or what equivalent to it.
And - 45000/SYP Forty-five thousand Syrian pounds for each of the first and second students at the level of each governorate, in both the vocational, industrial, commercial and women’s secondary certificates, starting from the beginning of the month following the date of the results’s issuance and until the end of their university studies or studies in technical institutes Or higher institutes or equivalent.
G - 45000/SYP Forty-five thousand Syrian pounds for each of the first and second students at the republic level in secondary certificates granted by secondary schools in other ministries, starting from the beginning of the month following the date of issuance of the results of general examinations in these ministries until the end of their university studies Or their studies in technical institutes or higher institutes or their equivalent.
Article 2-
A- The ranking of the top in all the general certificates mentioned in Article 1 of this Legislative Decree is calculated according to the results of those who passed the exam from the first time in the first session only with all the ensuing rights, including university admission for the vocational high school in all its branches and vocational high schools granted by other ministries.
B - In the event that a decree is issued for an exceptional session for students or students who were unable to take the exams due to general exceptional circumstances in which they have no hand, the ranking of the first successful people in this special session shall be included in the implementation of the provisions of this legislative decree, in addition to the general ranking of the first successful people at the level of the Republic or county.
Article 3-
The competent ministry issues the names of the beneficiaries of the monthly financial reward in the public certificates it grants, and it is spent from its own budget.
Article 4-
All students who have obtained the last degree in the success sequence among the first mentioned in Article 1 of this Legislative Decree shall benefit from the reward.
Article 5-
The monthly financial reward provided for in Article 1 of this Legislative Decree shall end in the following cases:
A- The student interrupted or stopped his studies for one year, or failed for one academic year.
B - Delegating the student to an external or internal mission at the expense of the state, or for a scholarship at the expense of another country, in accordance with the Law of Scientific Scholarships.
Article 6-
In the event that the student is entitled to a secondary certificate award, and is entitled to a reward for a legitimate basic education or preparatory education certificate, in accordance with the provisions of Article 1/ of this Legislative Decree, the reward is increased to become an amount of /70000/SYP seventy thousand Syrian pounds.
Article 7-
The recipients of the stipend stipulated in Article 1/ of this Legislative Decree do not entail any obligations towards the state. The stipend amount is exempted from all taxes, fees and deductions and does not affect the payment of family compensation to parents of students who are eligible for the financial stipend.
Article 8-
The first students in the secondary certificate who are covered by the provisions of this Legislative Decree shall have the right of preference over others to be delegated to the scientific missions designated for their announced certificates in accordance with the Academic Scholarships Law. Except for the requirement to provide a guarantee.
Article 9-
The provisions of this Legislative Decree will benefit the students and the top students in the pre-sessions of the year 2021 who are still receiving this reward as of the date of entry into force of the provisions of this Legislative Decree.
Article 10-
The executive instructions for this legislative decree are issued by a decision of the Minister of Education.
Article 11-
Legislative Decree No. 33 of 1971 and its amendments shall be repealed.
Article 12-
This legislative announcement to be distributed in the official newspaper.
