However, the current application for the proposed private building has raised the plot ratio by 2.15 times, a significant increase of 532%.


Wu Xiwen, the public affairs manager of Changchun News Agency, pointed out that the application site is not only in the wetland buffer zone, but also only one step away from the wetland conservation area, which may affect the ecology of migratory birds.

He also mentioned that the government has not yet completed the review of the development density of the wetland buffer zone. If an application is approved, the buffer zone will "exist in name only."

One of the latest applications received by the Development Bureau was filed by Sun Hung Kai Properties, involving land at Ho Chau Road, Nan Sang Wai, Yuen Long.

It has an area of ​​58,978 square meters, or about 630,000 square feet, of which about three are official land.

The location is within the wetland buffer zone and only outside the boundary of the wetland conservation area.

According to information from the Planning Department, the land involved in this application was rezoned for low-density residential development in 2017. At that time, the proposed development plot ratio was 0.34 times, and 57 4-storey residential buildings were proposed to be built.

At that time, there were voices in the society opposed to the application. The ring group including the Changchun Club and the Hong Kong Bird Watching Society had pointed out that the development would affect the flight routes of birds.

However, the final application was still approved by the City Planning Board.

In addition, the land use also involved another rezoning application. At that time, the applicant planned to develop residential buildings and applied to the Town Planning Board to relax the restrictions on building height and plot ratio, and for filling and pond filling and proposed excavation works.

However, the applicant finally withdrew the application.

Application plot ratio increased to 2.15 times

According to the guidelines, if the land in the wetland buffer zone needs to be developed at present, the developer needs to conduct an ecological assessment and can only use low-density development with a land plot ratio of not more than 0.4 times.

Another project of SHKP in the wetland buffer zone, "Wetland Seasons Bay" in Tin Shui Wai, is only developed at a plot ratio of 1.5 times.

However, the development density of SHKP's application this time is much higher than the above plot ratio. According to the application submitted by SHKP, the private development part of the land sharing project is planned to be developed at a plot ratio of 2.15 times, while the public housing/"first home" part is as high as 4.14 times.

There are many rezoning applications in the area of ​​Nam Sang Wai.

As there have been many developments in the area of ​​Nam Sang Wai, if the application is approved, it will have a cumulative impact on the ecology.

He criticized that if the government approves the application, the wetland buffer zone will "exist in name only."

He also mentioned that the project involves public housing, and the plot ratio of the relevant part is as high as 4.14 times, which means that the developer may rationalize the application in the name of building public housing.
