Education Minister Yifat Shasha Bitton will present today (Sunday) to Prime Minister Naftali Bennett the detailed outline of the Ministry of Education for the opening of the school year on September 1.

The Ministry of Education does not anticipate opposition to the outline from Ministry of Health officials and says that it is being formulated together with them.



The outline that will be presented is called the "layers model", which is based on the previous outline that the ministry worked on - the opening of the school year as a series on September 1 in all age groups and in all localities, without capsules.

The main gap between the two ministries, regarding the days of isolation in the education system, has been removed at least for the time being.

The interim solution that has been found is that the duration of the isolation days in September will be seven days, as in the rest of the economy, and later it will be shortened to two days, subject to the success of the pilot - which began today in ultra-Orthodox society.

According to the pilot, known as the "Sheba Model", if a verified student is discovered in the classroom he will go into isolation, while the rest of the students will undergo a PCR test.

Depending on the test results, those who are positive will also go into isolation and those who are negative will be able to return to class while continuing to conduct a daily test for a week.



During the month of September, the pilot will be expanded to the education system of Arab society, where there are no days off during the Tishrei holidays, and in early October it will apply to other Israeli students.

A source in the Ministry of Education explains that it is not very important to shorten the isolation period as early as September, since this month there will only be nine school days due to the holidays.

The full outline as it will be presented tomorrow:

  • Perform preliminary serological tests to locate students who have been covert patients so that they can be exempted from isolation.

    This is a blood sample that allows you to see if the child has had Corona in the past and recovered.

  • Antigen tests to be performed on all students who have not yet been vaccinated or have not been detected as verified blues on 30 and 31 August.

    These are speed tests that will be carried out at the expense of the state.

    Students who are found to have been positive in the past will receive a green label that will buy them an exemption from isolation.

  • In the orange and red cities, the Education Shield program will be run - tests for all students and teaching staff once a week with the aim of reducing intra-school infection.

  • The isolation model - shortening the isolation days to two days, subject to the success of the pilot in Arab and ultra-Orthodox society.

  • Each institution will be assigned an "education trustee" - who will be responsible for conducting the pilot - seven daily tests by the students exposed to a verified patient.

The outline of the "layers model" of the Ministry of Education is well detailed, takes into account the rising level of morbidity, and also addresses the need for frontal studies in all localities and in all age groups.

However, the model will require significant budget additions, mainly due to the need to perform multiple corona tests.

Meanwhile, the Ministry of Health has adopted the outline operated by Safra Children's Hospital, and will put the traffic light model back into action. Since elementary school children are not currently eligible to be vaccinated, the model focuses on them, and will begin an extensive serological survey for all of these strata by the start of the school year, to determine the number of recovering students.



The health system claims that the number is greater than is known, since many children do not develop symptoms of the disease. The purpose of the survey is to reduce the susceptible population to infection, although it is known that recovering patients can also become infected again.



Students in red and orange cities will study in smaller classes, and will undergo weekly PCR tests, which will be performed by the Home Front Command. The tests will be consolidated into a collection of pens, so that all the pens of the students in the class will be tested together in order to facilitate the process and save money.



A grade where the tests will turn out positive will enter the track of speed tests for a week.

Each week the students of the class will start the day with a quick test that takes about a quarter of an hour.

The school staff will also be able to perform these tests themselves, and even allow a frightened student to insert the pen himself.

The verified student will be sent home immediately and the rest of the class will continue to study.

High school and middle school students who can be vaccinated will be able to study continuously and without isolation, provided more than 75% of the students in the class are vaccinated. This is so that parents and students have an incentive to get vaccinated. At the end of last year, among 11th-12th grade students who could get vaccinated, this incentive worked quite partially, but when the annual trips and end-of-year parties arrived, there seemed to be an increased response.



The main controversy between the ministries revolved around the length of isolation for students who came in contact with a verified patient. The Ministry of Education requests only 48 hours of isolation, during which the students and staff members who will be exposed to a verified corona patient will perform one corona examination, and if it turns out negative - they will be able to return to routine. In contrast, the Ministry of Health requires a standard isolation period of one week.



Another significant controversy is over the promotion of vaccines in schools.

While the Ministry of Health seeks to bring vaccine mobility into the education system and in this way encourage vaccinations among students, the Minister of Education does not want to create pressure on parents and make vaccines a condition for entry into schools.
