The SAR government stated that it strives to achieve carbon neutrality by 2050, but it has failed to drastically improve the energy structure in terms of actual implementation.
In the final analysis, the problem stems from the short-sightedness of the government's policy planning thinking and the off-the-ground, and it is impossible to prescribe the right medicine.
Economic incentives can certainly stimulate companies or individuals to follow policies and measures to reduce carbon efficiently, but reducing carbon emissions involves public interest. The promotion and implementation of mid-measures cannot be separated from government support and regulation. The government has taken the lead in implementing low-carbon policies from within. It will also play a positive role for society.
However, the Hong Kong government blindly pursues neoliberalism that blindly follows the market, and has not actively played the role of macro-control, which has caused the slow pace of carbon reduction in Hong Kong.
