There will probably no longer be any serious changes to the corona rate in Germany before the federal election.

That emerges from the draft resolution of the Chancellery for the Prime Minister's Conference this Tuesday, which is available to SPIEGEL.

The paper represents the status of the discussion from Monday evening at 7.30 p.m.

The most important points of the draft resolution:

  • The federal and state governments appeal to the population "to take

advantage of the vaccination offers as

    soon as possible

    ."

  • The

    AHA-plus-L rules

(distance, hand hygiene, breathing mask and regular ventilation) apply until further notice.

Whether the measures are still required should be checked every four weeks.

  • Anyone who has not been vaccinated or has recovered needs a

    rapid test

that is not older than 24 hours or a

    PCR test

that is not older than 48 hours for

    - access to hospitals and nursing homes

    - access to indoor catering

    - participation in events and celebrations indoors

    - participation in church services

    - the use of body-friendly services

    - indoor sports

    - accommodation.

  • The offer of

    free citizen tests

is due to expire in October.

Exceptions are planned for people who cannot be vaccinated and for whom there is no general vaccination recommendation (especially pregnant women, children and adolescents under 18 years of age).

  • The

    hospitalization of Covid19 patients

is described as an important parameter for assessing the infection rate.

    The

    draft does not provide

    a concrete definition of which

indicators are used in addition to the seven-day incidence

    .

In addition to the hospitalization, the vaccination quota, the number of serious illnesses and the resulting burden on the health system are mentioned.

These indicators should be monitored in order to be able to agree on further measures if necessary.

  • The Bundestag should be asked to consider

    extending

    the

    epidemic situation of national scope

    beyond September 11th.

There are no exact dates in the resolution proposal for the points on the tests and the expiry of the free citizen tests.

Merkel and the prime ministers will discuss this on Tuesday.

It is also to be expected that the question of which indicators should be used in addition to incidence in the future will spark intense debates.

However, insiders did not expect an agreement on Monday.
