After last month, the Civil Service Bureau held a second lecture on "Understanding Constitutional Order and Maintaining National Security" today (August 9). The main target audiences are directorate and senior civil servants. Keynote speaker by Mo Shulian.

The theme of this day’s lecture is ""One Country, Two Systems" and the Practice of the Basic Law". The content covers the core spirit of the Basic Law, the principle of "patriots ruling Hong Kong", and the importance and necessity of improving the electoral system of the SAR.

A total of about 480 directorate and senior civil servants attended the lecture. Due to the large number of participants, in addition to on-site lectures at the Government Headquarters, some participants participated in the lecture hall of the Central Library through video.

In his speech, Nie Dequan, Director of the Civil Service Bureau, quoted an important speech by Xia Baolong, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and director of the Hong Kong and Macao Affairs Office of the State Council, in February this year: An important prerequisite is that the rulers of Hong Kong must be able to fully and accurately understand and implement the "one country, two systems" policy."

He emphasized that civil servants are the backbone of the Hong Kong Special Administrative Region Government and shoulder the responsibility of implementing "One Country, Two Systems" and supporting the governance of the Special Administrative Region Government. It is extremely important to correctly understand the constitutional order established by the National Constitution and the Basic Law. In the new era, the practice of "One Country, Two Systems" must write a new chapter. Civil servants must deepen their understanding and accurately grasp the essentials of "One Country, Two Systems" in order to cooperate with the SAR government in implementing the principle of "Patriots Governing Hong Kong", so that "One Country, Two Systems" can be implemented stably and far."
