The Consumer Council says it is unreasonable

Huang Fengxian pointed out that when he received complaints from consumers, he would not receive a refund of the vouchers when returning the goods at a department store, only the department store vouchers could be exchanged.

Consumers believe that the department store did not explain it clearly before the transaction and are therefore dissatisfied with its return arrangements.

Huang believes that the department store’s approach is unreasonable, and emphasizes that unless the company has stated in advance that it will not allow customers to return goods or refunds, it should allow the return of customer coupons.

She urged consumers to understand the terms clearly before using coupons to make purchases.

Huang continued that due to the technical problems of Octopus, when consumers request to return the goods, the buyer and the seller need to negotiate and decide on the method of return after approval.

As for the other three stored-value payment platforms, you can directly refund the consumer coupon payment to the consumer's account.

The platform charges merchants a fee. Consumer Council: Should not pass on to consumers

Huang Fengxian pointed out that in more than 100 cases, 7 to 8 involved merchants' levying of surcharges.

Some stores stated that they were charged a 2% handling fee by the platform for using the stored-value payment platform to collect payments, so they charged customers with a surcharge.

Huang uses credit cards as an example. When merchants accept the payment method, they should not charge customers, believing that these merchants’ practices are unfair. "When you accept it, you should not pass the handling fee on to consumers."

As for some merchants who require payment with consumer vouchers, there is also a minimum consumption.

Huang Fengxian said that this problem is more common in restaurants or restaurants. For example, there are restaurants that cost only RMB 20-30 for "one cup and two pieces", but customers are required to spend more than RMB 100 before using coupons.

She believes that in order to revitalize Hong Kong's economy by introducing consumer vouchers, restaurants should not set minimum spending.
