Democrats present Biden's colossal social spending plan

The infrastructure plan will then have to face a vote in the House of Representatives, where its future is more uncertain because of the tensions within the Democratic majority between the left wing and the centrists.

The planned amount of the new social spending plan is enough to make you dizzy: $ 3.5 trillion over ten years, almost Germany's GDP in 2020 ($ 3.8 trillion).

Until September 15 to make proposals

This budget resolution presented on Monday will allow the Senate to move forward on the

"biggest bill for workers, the elderly, the sick and the poor since FDR (President Franklin Delano Roosevelt) and the New Deal of the 1930s "

insisted the independent Senator Bernie Sanders, chairman of the budget committee.

“It will further place the United States in a position of global leadership to fight climate change and make our planet a healthy and habitable place for future generations,”

he wrote.

... The resolution published on Monday only presents the broad outlines of this titanic plan and gives senators until September 15 to submit their final proposals.

The question of debt

This parliamentary mechanism called "reconciliation" will allow the Democrats to adopt, probably in the fall, the final text by a simple majority in the Senate with their only votes, without counting on the Republicans, who are fiercely opposed to it.

All Democratic senators are ready to give the green light to its legislative framework: the budget resolution will be put to a vote probably as early as this week.

Moderates, however, have expressed strong reservations on the total amount envisaged, which augurs hard negotiations on the final text, by September 15.

Crucial point: this resolution does not include raising the US debt ceiling. What presages another big battle in Congress to avoid default, since Democrats will need Republicans to meet it but opposition leaders have so far said they are opposed.
