Puerto Rico expands mandatory covid-19 vaccination with exemptions

The governor of Puerto Rico, Pedro Pierluisi, signed a decree this Wednesday in which he extends compulsory vaccination to people who work in restaurants, bars, cinemas, theaters, coliseums, convention centers and any establishment closed in the one that sells drinks or foods.

The decree, which will enter into force on August 23, establishes that businesses that do not request vaccination identification from customers and diners will have their capacity reduced by 50%.

All the aforementioned places must verify that visitors over 12 years of age meet one of the following conditions: be vaccinated, present a negative result of a covid-19 test carried out 72 hours before entering the store or present a positive result for covid-19 of the past three months with evidence of recovery.

All persons who solely and exclusively purchase their food, but do not consume it within the commercial establishment, are exempt.

In the case of employees who have not yet been inoculated and are going to do so, on August 23 they should have already started the vaccination process.

The second dose, if the vaccine so requires, must be on or before October 7.

Exceptions are maintained for people who for medical and religious reasons do not get vaccinated.

"This government has the pressing interest of safeguarding the life of the entire population in general and ensuring minimizing the possibility of contagion in core activities and places of high exposure to the virus," said Pierluisi.

The businesses and establishments must have posters in visible places where the confidential line of the Department of Health is notified and inform if in the place it is required to present evidence of vaccination or negative test against covid-19.

If no vaccination is required, the poster must inform the number of people that make up the maximum required occupation of 50%.

Launch the Vacu ID

Similarly, Pierluisi announced the launch of a mobile vaccination verification credential against covid-19 called Vacu ID.

Regarding these vaccination cards, it was announced that the island's residents will be able to obtain a vaccination card against covid-19 through an application from the Department of Transportation and Public Works.

To do this, individuals will need to have the complete dose series, as appropriate to the vaccine manufacturer, and enter the information in an electronic application.

The user's information will be validated with the Vaccination System of the Department of Health to receive the vaccination credential (Vacu ID) and be able to display it in the mobile application.

Once the credential receives validation from the Health Department, the user will receive a digital notification.

Puerto Rico Judiciary will require vaccination of its employees

Meanwhile, the administrative director of the Courts of Puerto Rico, Sigfrido Steidel Figueroa, announced this Wednesday that the Judiciary will require all its personnel to prove that they are properly inoculated against the covid-19 virus, with a vaccine authorized by the Administration of Medicines and US Food (FDA).

As of September 30, 2021, each person employed in the Judiciary must prove that they have been inoculated against covid-19 by presenting the vaccination card issued by a competent authority or any other physical or digital method that is hereinafter adopt.

A person will be considered properly inoculated 14 days after the second dose of the Pfizer or Moderna vaccine was administered, or 14 days after the single dose of the Johnson & Johnson Janssen vaccine was administered.
