RMI during digitization: Digital guarantee will be submitted | Israel Today

CEO Yaakov Quint reveals for the first time to "Israel Today": advanced contacts with a commercial bank that will allow bidders in tenders to submit documents, including a bank guarantee, without physically reaching the PA offices


Yaakov Quint, CEO of the Israel Land Authority (RMI), told Israel Today that he is working on a revolutionary move as part of the authority's digitization, during which tenderers will be allowed to submit a digital guarantee.

He said, "The Israel Land Authority is currently undergoing advanced standard checks with one of the commercial banks in Israel regarding the production of a digital guarantee in the authority's land tenders. After the matter is settled with the Bank, the state is digitally prepared to complete the move."

Rami publishes many hundreds of tenders every year, including thousands of plots and complexes. As a result, the amount of guarantees issued by the banks and insurance companies in its favor is very large and this is one of the reasons for delays in the process.

The project, led by Quint, will result in the entire process of submitting the tender, including submitting the bid and signing it, signing the agreements in the personal area on the Israel Land Authority website, without any need to reach the authority's offices and send documents by mail.

At the end of the process, the submission of the bid in the tender, including the signing of the bid and the attachment of appendices, will be through an online submission on the Authority's website, without the need to submit a physical bid to the box. The decision of the Tenders Committee, notification of winning or non-winning and other announcements will be in the personal area of ​​the Authority's website, without the need to send mail. Messages and emails will be sent respectively. Signing agreements, including development and lease agreements will be in the personal area of ​​the Authority's website, without any need to visit the Authority's offices.
