Seine-et-Marne: the plan of the prefect and the ARS to speed up vaccination at the start of the school year

"We are in the heart of summer but the moment is very important because it is a question of allowing a return to school in the best conditions", launched Lionel Beffre, the prefect of Seine-et-Marne, this Thursday morning, before present the plan he developed with the Regional Health Agency to fight the Covid-19 epidemic in the department.

Access to shopping centers remains free.

“So far, the health pass has not been required at the entrance to the eight shopping centers of more than 20,000 m2 *. It will be compulsory there as soon as the incidence rate reaches 200 new cases per 100,000 inhabitants. To date, it is 175, below the regional (189) and national (236) averages and the attendance of shopping centers is rather low at the moment ”, confirmed the prefect. "But if necessary, I will take this measure", assures Lionel Beffre.

Difficult to predict the evolution of the spread of Covid-19. "In one week, the incidence rate went from 163 to 175", underlines Hélène Marie, director of the ARS in Seine-et-Marne. "But the increase has been more moderate for several days", nuance the prefect who quotes "the vaccination effect" which works against "the varying effect".

Failure to comply with the health pass will soon be sanctioned.

Among the establishments where it has been compulsory since Monday, August 9 (bars, restaurants, museums, cinemas, etc.), police and gendarmes from Seine-et-Marne carried out 131 checks during the first three days of the week. “They did not find any incident or any ostensible refusal to apply the measure, specifies the prefect who thanks the cooperation of professionals and customers or visitors. This week, we are showing flexibility and pedagogy but next week, any violation will be fined. In certain cases, an administrative closure could be pronounced ”, specifies the prefect who holds this power.

Vaccination remains the priority.

To date, vaccination coverage is 60.4% of the population for the 1st dose and 49.5% for the two doses, against 61.5% and 52% respectively at the regional level.

“It should be noted that 84.9% of over 75s are fully vaccinated,” insists Lionel Beffre.

"But there are still 40% of the entire population to be vaccinated while the end of August will mean the return of people who have gone on vacation, the return to work, back-to-school shopping and usual activities that will increase the virus circulation and the risk of contamination.

Pop-up centers all summer long.

The permanent system has evolved somewhat since this summer. The department now has fifteen permanent vaccination centers as well as a variable number of ephemeral centers and mobile devices. “Vaccination operations have been organized in shopping centers, leisure islands and in one-off centers such as Noisiel where you can get vaccinated only on Sundays. Since the beginning of July, this has represented 7,820 injections carried out where there were people not yet vaccinated, ”explains Hélène Marie.

These operations will continue until the end of August: in Noisiel at the Cosom gymnasium until August 29 inclusive, at the Moissy-Cramayel Club, on August 19 and 20, at the Les Sentiers shopping center in Claye-Souilly on the 21 and 22 August, at the Maison des associations de Moret-Loing-et-Orvanne, on August 23 and 24, at the Carré-Sénart shopping center in Lieusaint, on August 26, 27 and 28, at the Jean-Vilar room in Mitry-Mory, August 31, at the Pyramide Jean-Didier in Mary-sur-Marne, August 31 and September 1.

In addition, the opening of ephemeral centers and the passage of dedicated buses will be maintained.

And it is not necessarily rural areas because we can also have low vaccination rates in very urbanized municipalities, ”says the director of the ARS in the department.

More doses for the start of the school year.

To support the start of the school year, the number of doses has already been increased. "Next week, we will receive 60,418 doses and the next 72,000 doses," say the authorities. “In the following weeks, we will adapt the supply of doses to the observed demand. », Assures the representative of the ARS. “If we see that the delays to get an appointment are getting longer, we will make sure to reduce them because the waiting time can be a brake on vaccination. "

“In addition, we will ensure that there are as few interruptions as possible in vaccination in centers that have to relocate.

“Indeed, several municipalities, such as Meaux for example, as well as Euro Disney have decided to recover their equipment transformed into a vaccination center for several months.

In Meaux, the Colosseum is due to become again at the end of September a venue for associative events and shows.

The vaccination center will join the neighboring covered bowling alley in early September without interrupting vaccination.

At Disneyland Paris, the departmental vaccine park installed since the end of April at the convention center of the Newport Bay Club hotel will be moved to the neighboring Sequoia Lodge hotel.

It will always be run by the departmental fire and rescue service.

Facilitate the vaccination of 12-17 year olds.

As for the youngest, 12-17 year olds are among the least vaccinated because less than one in five has already received a first dose. "Access to vaccination for students of 214 colleges, high schools and agricultural education establishments will be facilitated", promises the prefect who works with the ARS, the National Education and the communities concerned to find niches in the centers of vaccination closest to establishments or the intervention of mobile teams in establishments located in rural areas. It is not the population that suffers the most from the effects of the virus, but they circulate it. The actual needs will be assessed at the start of the school year, taking into account the students who have already been vaccinated or those who have only received a first dose. "We will do tailor-made work", assures the prefect.

* The eight shopping centers of more than 20,000 m2 concerned by the eventuality of the measure in Seine-et-Marne are: Val-d'Europe in Serris, Carré Sénart in Lieusaint, Les Sentiers in Claye-Souilly, Carrefour in Villiers -en-Bière, Bay 2 in Collégien, Terre Ciel in Chelles, Les Saisons de Meaux, Carrefour in Pontault-Combault.
