Kempten - Somehow the rainy weather matched the dreariness of the meeting place.

Last week, the city of Kempten invited to a public information event on the parking lot of the cemetery in Heiligkreuz, which has been "fenced off" for some time by a controversial noise barrier up to four meters high.

Numerous citizens from Heiligkreuz and the neighboring towns of Hartnagel, Neuhausen, Zollhaus, Hirschdorf and Hinterbach took the opportunity to find out about the current status of the new village center for Heiligkreuz.

According to the city's plans, this is to be built south of the cemetery and the newly created carport.

A new elementary school, a multi-purpose hall and a cafeteria are planned to be built there.

After the completion of the new buildings, the St. Hedwig kindergarten is to move to the old Heiligkreuz primary school, because there are opportunities for expansion there.

To the north-west of the proposed village center, the new “Heiligkreuz-Süd” residential area is being built at the same time, with around 14 residential lots, and a conflict is already emerging here.

The buyers of the land are annoyed that they were only informed about the city's plans for the new village center after their purchase decision.

In the evening they had the opportunity to enter into dialogue with those responsible in the city.

Mayor Thomas Kiechle had come;

Dr.

Richard Schießl, Head of Department Economy, Culture and Administration;

Thomas Baier-Regnery, Head of Department Youth, School and Social Affairs;

Peter Wiedemann from the project development department and Florian Eggert from the city planning office.

Due to growth

In his welcome address, Kiechle explained the motives of the city, why a new location for the center of the village has come into focus and what exactly is to be built there. Initially, the plan was to renovate and expand the existing school and day-care center in the old parish garden. But it quickly became clear, according to Kiechle, that the planned project would blow up the town center at this point. So those responsible decided to take a look at a new area south of the cemetery and the carport, which offers more space, better infrastructural connections, usage synergies and design options. Because, according to Mayor Kiechle, “Kempten is a dynamic city with a young population. Contrary to all forecasts, the population has risen to over 71,000. In order to cope with this population growth,we have to create new schools and daycare centers ”. He added: "The new building developments in Heiligkreuz, Neuhausen and Hinterbach mean that the day-care center and the village school have to expand." According to the representatives of the city, this is not possible in the existing town center.

In the future, Heiligkreuz will require a two-class elementary school with up to 220 students and a day-care center for up to 100 children, divided into three kindergarten groups and two crèche groups.

At the same time, a separate area for lunchtime childcare with a cafeteria and dining area is to be created at the new location.

These rooms should also be made available to club and parish life.

The multi-generation house in Kottern was named as a model for such a cafeteria.

Those responsible are sure that with the construction of a new sports and multifunctional hall there is also the possibility of creating a real new village center west of Heiligkreuzer Straße through usage synergies.

All three buildings should be structurally connected to each other and thus be accessible without getting wet.

According to Peter Wiedemann from the project development department, a single-field gymnasium measuring 15 by 27 meters is planned.

Cultural, theater and music events are to take place in the hall, and a permanent stage measuring six by 15 meters as well as prop rooms will be accommodated.

There should be space for a total of 200 spectators.

The land and properties affected are completely owned by the city.

Pros and cons

The costs for the construction of the entire complex were presented in the evening: new construction of a primary school with outdoor facilities / sports facility: 14.05 million euros, new construction of a single / multi-purpose hall: 4.5 million euros and renovation of the school into a day-care center: 4.75 million euros.

The estimate of the total costs is currently 23.3 million euros. Thomas Baier-Regnery, Head of School, Youth and Social Affairs, defended the city of Kempten's plans to move with the school, cafeteria and multi-purpose hall. "The local solution would have blown any framework and we would have to take the dynamic overall development into account."

Baier-Regnery and Wiedemann want to counter the feared noise emissions from the new building complex with practical solutions. Baier-Regnery rejected the proposal to build the school complex with a multi-purpose hall elsewhere in the district.

What remains in any case is a built-in view of the new occupants of the "Heiligkreuz-Süd" residential area. "The planned buildings block our view of the green and are simply placed in front of the garden without prior information," said one angry buyer of one of the new residential building lots. The property prices, according to a visitor to the information event, can be estimated at around 400,000 euros. If everything goes as planned, most of the buyers now have to fear a not inconsiderable devaluation of their future property. However, Kiechle promised to include all those affected in the process until the final political decision-making process.

Several of the future house builders would like to think again about the floor height of the elementary school. “Two floors create a considerable visual barrier, for ourselves, but also for all those who come from the Thingers to Heiligkreuz. Then the charm of our district will disappear behind the elementary school, sports hall and carport wall, ”fears one of the victims.
