During its weekly session headed by Eng. Hussein Arnous, the Council of Ministers set a work strategy to implement the directives of President Bashar al-Assad during his presidency of the meeting of the new ministry and the government action plan during the next phase to improve service and living conditions, increase production, invest self-resources in an optimal manner, support and expand small and medium enterprises and create the appropriate environment for investment in various sectors.

The strategy focuses on encouraging investment, providing the necessary facilities for this, overcoming obstacles, expanding the base of small and medium-sized enterprises, encouraging alternative energies projects, providing an appropriate legislative environment for them, setting the approved terms and specifications for granting import licenses to the requirements of these projects, in addition to intensifying efforts to monitor markets, control prices, and enhance the work of institutions of positive intervention and horizontal expansion. In it, using the entire production of public institutions to provide it in Syrian outlets for trade, continuing to correct the support mechanism and ensuring that it reaches its beneficiaries, as well as strengthening the role of the national media as a link between the official and the citizen, highlighting the gaps and offering solutions to them.

Engineer Arnous stressed the importance of strengthening decentralization and the role of local councils in order to achieve balanced development in the various governorates, follow-up to combat corruption in accordance with specific controls, complete the administrative reform project, select appropriate executive cadres, continue to expand electronic services, address citizens’ complaints and find solutions to them according to the available capabilities, and expand the circle of cooperation and partnership with unions and unions. organizations and the local community.

The Council approved the agricultural production plan for the 2021-2022 agricultural season, which depends on defining the arable areas, achieving agricultural production that guarantees food security, introducing new areas for production, reconsidering the methods of support to ensure its access to farmers, completing the reform of government irrigation networks, and coordination and cooperation between the ministries of agriculture, industry, internal trade and consumer protection. The economy, foreign trade, oil, mineral wealth and electricity to determine the production requirements that must be provided to farmers at the level of each region according to specific timetables for the implementation of the plan.

The Council discussed the draft law on public joint stock companies and joint companies in its final form, in order to complete the procedures for its issuance.

In another context, the Council of Ministers stressed the intensification of efforts made to confront fires and a rapid response to them around the clock, in addition to continuous work to improve the reality of the electric current, complete repair operations and equip stations according to the specified time limits, and coordinate with water resources on an ongoing basis to ensure the access of drinking water to citizens.

The Council approved the request of the Ministry of Industry to contract to rebuild, operate and invest a factory for the production of soft yeast in the Shebaa real estate area, and the request of the Ministry of Electricity to contract for the rehabilitation of the four groups in the Mahardah power plant.
