Since there is a basic plan for the land area, it is assumed that rural public housing will be developed at low to medium density. It is believed that according to the existing urban planning procedures, it will be developed in five phases and housing can be supplied within 10 years.

According to information from the Planning Department, part of the site is brownfield, used for vehicle-related operations; about 4.1 hectares of land is also zoned "Ding Land", that is, "V-Zone" (V-Zone) land.

Also involving the "V-Zone" land is located outside the Kam Tin South development plan, on both sides of the Pat Heung Maintenance Depot where private housing will be developed.

Of the 33.7 hectares involved, apart from about half of which are brownfields used as "warehouse/workshops", more than 11 hectares are also zoned as "district land".

According to the information, the shareholders of Shengdian Investment Co., Ltd. are the subsidiaries of New World "Happy Champion Limited" and "New World Nominee Limited", and the directors include Xue Nanhai, executive director of New World, and Wang Wenhai, head of the legal department.

The study suggests that the authorities can recover the above-mentioned land and plan and develop jointly with the neighboring Tianci Road public housing project.

The Development Bureau replied to enquiries that the new town expansion and new development area projects have reached the harvest period.
